Drug Addicted Police Shoots his Neighbor After Dog Bite

Cambodia News (Phnom Penh): On December 2, 2019, at 10 pm, a drug-addicted policeman was arrested after firing off four shots with the intention to injure a man, in Sangkat Beung Salang, Khan Toul Kok, Phnom Penh.

The suspect is a police officer at the Bueng Salang police post. He got into an argument with his neighbor, so he used an AK47 gun to fire off four shots, and one of them hit the neighbor, who was sent to hospital with a bullet wound. The shooter tested positive for drug use.

Mr. Sok Heng, Khan Toul Kok inspector, reported that the two men were arguing because the victim's dog bit the suspect. The suspect was sent to the minor crime department of Phnom Penh police station to follow the legal action.

He probably was aiming at the dog, but when your that high it's a long shot away. The victim may have been hit when the bullet ricochet off a neighbouring cloud.

There's a video of it, the cop was waving the rifle around in a laneway and the victim drove past him so he let off a burst.

He's definitely got a 'mooey' going on.

Mooey is when you're high on ecstasy, coke, speed, ice etc and your jaw is going round and round like a cow chewing the cud. Mooey.

Phnom Penh, Cambodia Breaking News: The suspect, a police officer named as Seng Viseth, appeared before the Phnom Penh court on 4 December 2019, on charges of taking drugs and shooting a man after an argument about his dog.

According to the Phnom Penh Municipal Criminal Police Officer, after the questioning was completed, the expert sent the suspect to Phnom Penh Municipal Court for legal action over the use of a AK47 long-range shotgun resulting in a gunshot wound to a civilian on 2 December 2019. The suspect also tested positive for drug use.

Looks like he got lucky and it didn't hit any vital organs. I'm guessing this was at close range as well, given the clean entry and (presumably) exit wounds. A rifle round generally tumbles more after penetrating from a certain distance, causing way more soft tissue damage.
