Preorbital gland.
"The preorbital gland is a paired exocrine gland found in many species of hoofed animals, which is homologous to the lacrimal gland found in humans. These glands are trenchlike slits of dark blue to black, nearly bare skin extending from the medial canthus of each eye. They are lined by a combination of sebaceous and sudoriferous glands, and they produce secretions which contain pheromones and other semiochemical compounds.[1] Ungulates frequently deposit these secretions on twigs and grass as a means of communication with other animals.[2][3]

The preorbital gland serves different roles in different species. Pheromone-containing secretions from the preorbital gland may serve to establish an animal's dominance (especially in preparation for breeding),[4] mark its territory, or simply to produce a pleasurable sensation to the animal.[5] Because of its critical role in scent marking, the preorbital gland is usually considered as a type of scent gland. A further function of these glands may be to produce antimicrobial compounds to fight against skin pathogens.

PS It appear to be an Sambar. i kinda hoped it would be an Eld's.
Although especially sad it would show that at least some Elds still survive in Indochina. Possibly not.
The Sambar is also a magnificent animal and although endangered, there are many more than Elds.

RIP now, you beautiful sensitive creature.

Cambodia News (Preah Vihear): On October 15, 2019, another injured deer ran to die in Bos village, Tbang district, Preah Vihear.

The local people said that this is the second deer to run into the village and die this month. The first deer came to the Por village on October 07, and another deer came to Bos village on October 16, 2019. People suspected that both deer were injured after getting hunted in the forest.

Two now. Odd. ??
Something is going on, deer don't generally run to people to die.
Maybe they are somehow trapped close to that village - by development or by a concerted hunting operation.

Ahh ha!
"Tbeng Meanchey district is comprised of various villages, most of them inhabited by the Kuoy ethnic minority, who are engaged in small-scale farming and the collection of Non-Timber Forest Products…However, in 2011…two Chinese firms, Lan Feng and Roy Feng International [both subsidiaries of Chinese company Hengfu Sugar], were granted ELCs on villagers’ land…"

There is a lot of this sort of ELC strife going on in that very area.
BUT - the deer village, Bos ^^ is kicking back

Yep, looks like the deer might be trapped or displaced by chinese development.

Chinese are a disaster, yet people lick their boots for some extra cash.
Look what theyve done to the Uyghurs, Tibetian, and teens in Hong Kong. Animals are just appititers.

It has been confirmed that the dead deer is a protected sambar deer, indigenous to the region.

October 18, 2019
Authorities hunt killers of endangered deer
The Enivironment Ministry and relevant authorities are leaving no stone unturned to find those responsible for shooting dead an endangered sambar deer in Preah Vihear province on Wednesday.

Spokesman Neth Pheaktra yesterday said authorities are investigating the case to arrest and punish whoever shot the deer, which was hit in the neck before fleeing and succumbing to its injury in Tbeng Meanchey district’s Brome village.

The village is near the Preah Rokar Wildlife Sanctuary.

“We are investigating to arrest the hunters. Forest rangers in the sanctuary on Wednesday heard the shot and went to investigate, but the animal and those who shot it had fled,” he said. “In the evening, villagers alerted them that they found the deer’s body.”

“This is the third sambar deer which died during the last two months in Preah Vihear province after one was killed in a car accident and another was shot by hunters,” Mr Pheaktra added. “We have urged relevant authorities to crack down on those who use homemade guns to hunt in protected areas.”

He said that some people who live around protected areas still continue to use homemade guns to illegally kill or trap wild animals.

Mr Pheaktra said that the death of a sambar deer was a big loss for the Kingdom and called on all people, as well as hunters stop killing the rare species.

“The body of this sambar deer will be sent to Siem Reap province for taxidermists to persevere the body for scientific studies and also to be displayed to the public during events held by the Environment Ministry,” he said.

According to Mr Pheaktra, wildlife crimes still occur in the Kingdom, but the number of cases is decreasing due to strict law enforcement against perpetrators, the seizing of traps and public education.

“All people must say ‘no’ to killing wildlife animals. If you love wildlife please do not eat wild meat,” he said, adding that he did not have the figures of how many sambar deer there are in the Kingdom.

The sambar is a large deer native to the Indian subcontinent, southern China and Southeast Asia. It is listed as a vulnerable species on the IUCN Red List.

Hunt on for poachers who shot rare sambar with homemade gun

A sambar deer died after being shot with an improvised firearm by a poacher in Preah Vihear’s Prey Preah Roka Wildlife Sanctuary on Wednesday. Ministry of Environment

A sambar deer weighing around 200kg died on a villager’s property after being shot with an improvised firearm by a poacher in Preah Vihear’s Prey Preah Roka Wildlife Sanctuary on Wednesday.

Ministry of Environment spokesman Neth Pheaktra said on Thursday that a hunt was on to find the perpetrators.

He said the sambar that died in Brame commune’s Boss Thom village was the third of the Asian deer species to have been killed in the province in the past two months.

Maybe the deer did not die in vain - this action is in direct response

Some 10 environmental activists launched the Riding a Bicycle for Prey Preah Roka campaign from November 29 to December 2

They will ride across 300km from Phnom Penh to Preah Vihear province to promote natural resource protection and conservation amid threats of deforestation in the forestry and wildlife preserve.
San Mala, the youth group’s representative, said the campaign was launched due to evident signs of deforestation and illegal logging conducted in the preserve.
“We want to promote Prey Preah Roka because some people remain unaware of its existence. The campaign also aims to seek support from [Cambodians] to protect it...

That would be San Mala who spent the better part of a year in prison for his part in bringing attention to the illegal sand mining in Koh Kong. And he's still fighting for environmental causes. ;-)
