There is no doubt that the sexual abuse of children and women is largely perpetrated by Khmer men in KOW. In Thailand, far more Thai's do the same than farang. I don t for a moment think that westerner's introduced prostitution or child sexual abuse to Asia. Scumbag sex tourists make all western men tarred with the same brush. With the internet, video calling etc. the opportunity to abuse children from the comfort of your own home in the western world is now a reality, these POS no longer need to trek 1/2 way around the world to ge their sick jollies. The kiddie fiddler that gets caught bringing a 12-year-old boy back to his hotel room will be able to sit in his mother's basement instead, likely with impunity.
I am unsure what you feel the solution is, allow children to be abused unless the guardian is arrested or arrest the buyer at the first opportunity? I would vote for whatever puts an end to the abuse the quickest.

I have mixed feelings on APLE. I mean, they receive millions of dollars a year and report only "investigating" 18 cases or so a year....how does this add up? I wanna believe in them, but it screams of just a money making operation to me....

Phnom Penh, Cambodia News: The Director of the Anti-technology Department has requested that the Australian Embassy continue to provide technical assistance as well as training to senior Cambodian officials in an attempt to prevent the sexual exploitation of children on the Internet and social media.
At the Anti-Technology Crime Department on Friday, November 22, 2019, Lieutenant General Chea Peov, Director of the Anti-technology Department, invited the Australian Embassy's representatives - Rebecca Goddard, Danielle Gardiner, Jennifer Burke and Sela Sarom - to discuss the topic of Prevention of Sexual Exploitation of Children in Online and on Social Media.
The Director General of the Department thanked the Australian Embassy in Cambodia, and especially the Australian Police, for their cooperation in this matter.

Since Cambodia gained a reputation as a child sex tourist hotspot - from a UK perspective I believe it was around the time our most famous nonce Garry Glitter set up shop here after his conviction for having downloaded thousands of child porn images back in the early 2000's- everyone knows that Cambodia was flooded with international NGO's in order to combat the problem.
With that in mind, I would have thought that Cambodia would be the last place anyone would come to abuse children. There are plenty of other poorer countries around the world where this goes on that receive much less attention than Cambodia. I know that sex abuse goes on everywhere, but as far as child sex tourism is concerned, it's largely poorer countries that suffer.
It's sad that this does seem to still be a problem in Cambodia. Clearly, primarily, it's sad for the victims, but it also taints the reputation of those of us who have chosen to make Cambodia our home. I moved here as a single man several years ago and I have to admit that I was always hesitant to tell my friends and family I was moving to Cambodia.
With that in mind, I would have thought that Cambodia would be the last place anyone would come to abuse children. How do you think I feel . Old,, retired, single, and raised four girls in the last 16 years that are not mine. One now age 20 [ her birthday is tomorrow ] lives with me, Yes, a separate bedroom and toilet/shower, and the three younger sisters I not only pay for their schooling but give them all a daily allowance. Now does that sound suspicious . At any time in the next 10 or 20 years I could be accused of grooming them or worse . People making accusations don't need evidence , they just need a nasty twisted mind while the accused needs ?????? what ? to prove innocence.

Anti-paedophile NGO Action Pour Les Enfants on Friday said that it cooperated with authorities to crack down on 18 child sex cases involving more than 10 foreigners last year.
Executive director Samleang Seila said that in the first few months of this year around two or three cases involving foreigners have been uncovered so far.
Speaking at a workshop on International Cooperation in Cases of Child Sexual Abuse Committed by Travelling Child Sex Offenders in Phnom Penh, he noted that over the past 10 years, Aple has rescued more than 800 children and more than 300 people, including 130 foreigners who were punished according to the law.
Mr Seila urged the authorities to crack down on child sex tourism, noting that while sex crimes against children appear to have decreased Aple believes there are still a number of foreign paedophiles visiting the Kingdom.
“We still think that Cambodia is a popular target of sex tourists even though the authorities have stepped up crackdowns,” he said.
Mr Seila said that many offenders pretend to be doing humanitarian work by “rescuing children” from poor families promising to take care of their education and other needs.
He said these paedophiles then lure the children to stay with them in their rental houses and sexually abuse them.
“It is difficult to crack down on such cases because, unlike rapes (sic), the perpetrators pose as good people and are respected by the parents and community who are not aware of or are unwilling to report the crimes,” Mr Seila said.

While I agree that abuse of minors has to be stamped down on, there needs to be an emphasis on the big fish first. Who exactly is working in those thousands of windowless KTVs and massage parlors? The sex-tourism problem is not as big as some organizations like to make out, but they know any contrary studies would result in cuts to funding. The real problem is that rich locals feel it is their right to copulate with young women, and this has been the attitude since time immemorial. Until some respect is instilled in society for those younger or more vulnerable this abuse will just continue. They need to deal with the larger problem and that is the elephant in the room. I've seen so many reports over the years where foreigners were blamed for introducing HIV, prostitution and child abuse into the country. While I understand that exploitative foreigners are undesirable, it's mostly just scapegoating. The vast majority of child exploitation and abuse goes on behind closed doors with no Barang in sight.
