Cambodia News, (Preah Sihanouk): On the morning of November 21, 2019, Brigadier General E Sokha, Deputy Commissioner for Traffic, and Colonel Ly Sokhon, joined the team of Huawei China technicians working to install surveillance cameras on 231 roadside destinations throughout Sihanoukville province.

Colonel Ly Sokhon, Chief of Police Communication, said that the main roads in Sihanoukville should be equipped with 231 cameras: 150 in Sihanoukville town, 48 at Prey Nop, 13 in Kampong Seila, and 20 for Stung Hav district. The purpose of the security cameras is to discourage traffic offenses on public roads in the future, to help bring law-breakers to justice, and to keep citizens safe on the roads.

China's security apparatus expands its reach. No doubt the video has facial recognition, although the story doesn't mention this sensitive topic. I'll also bet a video feed goes direct to Beijing. Smile for President Xi.

Yes, catch 22 - we want more order in SHV and less bandits, we also want people to pay attention to road rules. But we do not want to be watched and monitored by the state (any state.)
I guess they will be mostly checking up on the Chinese immigrants, but once the surveillance starts, who knows how far it will go.

The scary part is the tracker chips in the Chinese made cell phones. And the App that people are required to download (so to study the Premier’e teaching’s) that accesses the phone’s camera, microphone, any and all sandboxed privacy functions, etc. Total citizen tracking. Better than the vid screen. The watcher doesn’t interact. Guilt is assumed.

And what about abuse? Even in Great Britain, there was an article that found that a majority of the security cameras are accessed not for security reasons, but to spy on their neighbors, etc.

Who watches the watchers?

Second time today that I agree with you - the UK CCTV systems are everywhere. Scary stuff, but nobody revolts.
Also, the new generations are used to being tracked everywhere on their smartphones (mostly because they give up all their data voluntarily ), so they think this is normal.

There are plenty among the newer generations who care about not being tracked everywhere. However, as with anything, the more something exists in our everyday lives, the more normal it becomes to us. So, if the new generation is now in the position of accepting what is the result of decisions (lack of conscious decision) by older generations, perhaps the older generations need to be getting off their arses and being the protesting revolters. Perhaps they can be part of aiding the newer generations in comprehending how the older generation imagines lives are going to be under constant surveillance. Will it be positive? negative? a mix of both? CAN it be a mix of both, or will the negatives outweigh positives? We have seen futuristic movies that are now current. How far are we from of the futuristic movies that seemed more 'out there' a decade or so ago? Does anyone REALLY care or does the older generation just shrug and think meh - I'll be dead soon. not my issue. do they think the younger generations will be ok regardless?
the topic fascinates me and it is good that conversations are happening now. However, if our progress with making changes to 'save' the environment is anything to go by, we have about 50 years of people going on about it, nothing happening, finally some 90 year old geezer (or, by then an 'it) managing to get through to a population after decades of telling them to be aware and then some whipper snapper 16 year old with a spectrum 'disorder' (by then no longer seen as a spectrum disorder, but something to be aspired to) being hailed everywhere ... only then will we start to see 'people' acting to make a change ... except, it won't work that way. it will be too late. The environment is hardier than the human species.

apologies for a poorly expressed post. I'm just writing as it comes and can't be bothered to edit to enable others to comprehend what I'm wanting to conjure up as an image for people.

The latest news reports that there will be 600 security cameras installed in Sihanoukville.

Hundreds of security cameras to monitor Sihanoukville next year
Hundreds of security cameras will be installed along major roads in Sihanoukville to monitor traffic and increase security next year.

Major General Chuon Narin, chief of Preah Sihanouk provincial police, yesterday said a total of 600 cameras will be placed in 500 central locations in Sihanoukville, including along 34 newly-constructed roads.

“Six hundred cameras will indeed be installed in 500 important places to monitor activities related to security,” Maj Gen Narin said. “A command centre will be in the Preah Sihanouk police headquarters.”

He said provincial authorities and experts have already surveyed the locations. He said the cameras will be purchased by the government.

Maj Gen Narin added that technology plays an important role in ensuring public security.

“The cameras will help alert police when people are trying to hide their infraction or crime – they will not be able to do that,” he said. “They will not be able to argue against their mistakes anymore. Security is important for a developing country.”

Security in Sihanoukville has been an ongoing issue following an influx of Chinese investments in the once quiet coastal town.

Some 250,000 Chinese nationals are living and working in the Kingdom, including about 100,000 each in Phnom Penh and Sihanoukville, according to a recent National Police report.

Safety concerns in the Sihanoukville prompted authorities to create specialised groups aimed at curbing crimes being committed by foreigners.

In August, the National Police formed an 11-member working group, drawn from senior officials from various departments to evaluate the security situation in the province. It reported that an increase in Chinese investments led to Chinese setting up criminal networks.

Interior Minister Sar Kheng also ordered the creation of a taskforce to provide additional support for provincial authorities to crack down on crimes.

Mr Kheng noted that crimes plaguing Preah Sihanouk include murder, drug trafficking, gambling, extortion and kidnapping.

When asked whether the cameras will address crimes being committed by Chinese nationals, Maj Gen Narin said police will equally treat every suspect.

“We are the authorities – we will prioritise tackling crime and stand with the law,” he said. “We will enforce the law on everyone without discrimination.”

Major General Heng Chantheary, director of the National Police’s traffic police and public order department, yesterday said the cameras will be ready to monitor activities in Sihanoukville by the middle of next year.

“All cameras will be ready at the same time…in July or August,” Maj Gen Chantheary said.
