I think the requirements to apply for an ER visa extension and the requirements to marry a Cambodian are mixed up in this thread.

AFAIK there's no income requirement for the ER visa extension yet.

It is a valid excuse to one’s Khmer sweetheart not to marry her.

In her eyes it could be that the money is a good thing for her, but the man who has the wealth is pretty useless at gaining what he requires! All this money and he can't even get a stamp and signature on a little piece of paper.
It could be her father's a local doctor but never finished 12th grade at school.
Always "hope" but never "expect".

But it will be too late by the time she finds out as no khmer man would marry her after she’s been dating a barang. If she is a keeper, that’s a lifetime partner without all the disadvantages of an official marriage. Double win.

Not sure specifically how it works in Hungary, but in other countries the appropriate sequence of notarizations is as follows:

Get the document notarized by a public notary in your home country.
Have that notarization apostillized or otherwise stamped by your home country's equivalent of the Ministry of Foreign Affairs.
Get that document with your home country's government seal certified by the local embassy.
Get the document with your embassy's stamp notarized by the Cambodian Ministry of Foreign Affairs.

You can't skip over steps. Each agency only has the power to attest to specific stamps they know about.

Nearly every country has this same issue. If you follow the steps above, you should be able to get a chain of stamps that will be accepted. Yes, it is a PITA. Yes it is 4 stamps and 4 payments. Welcome to international treaty negotiations...

Seems to be some information on the following page about apostillizing documents in Hungary for use overseas:
