Cambodia, Laos agree to settle border dispute
Cambodia and Laos have agreed to withdraw troops from the border region in the northern Preah Vihear province after Prime Minister HE spoke by phone with Lao Prime Minister today.
Lao troops have been encroaching on Cambodian territory in Preah Vihear province’s Chhep district since the past two weeks.
Maj Gen Phalla said since the middle of this month, a group of Laotian troops entered and occupied Cambodian land near the Tonle Rapov River along the border known as Mom Bei, or three angles area.
“Our senior military officials are negotiating with Laos over this issue,” he said. “Lao soldiers had entered this area since August 14 to destroy our farmer’s crop, claiming the territory as its own.”
Maj Gen Phalla said, that there was no confrontation and none of Cambodian citizens were evacuated as the situation is stable.
According to reports from Preah Vihear provincial deputy governor Chea Kimseng on Friday, in the event of armed clashes between both soldiers, the provincial authority are prepared to evacuate 787 civilian families and 534 military families from four villages in the two communes located in Choam Ksan district.

What’s Next After the New Cambodia-Laos Border Tensions?
A recent incident has once again reinforced the border management challenges that remain for the two countries.

Over the weekend, reports surfaced that Cambodia and Laos had reached agreement for both sides to withdraw troops from an undemarcated border area that had seen tensions over the past few weeks. The development highlighted the continuing discussion over what has prompted the new round of border tensions and how both sides will look to manage this in the coming weeks and months.
As I have observed before in these pages, Laos and Cambodia, two neighboring Southeast Asian states, share a 540-kilometer, partly demarcated land border, which has been a source of occasional disputes and differences between them over the years that has at times boiled over into conflict. Of particular note was a period of tensions in August 2017, when both leaders had to intervene to ensure de-escalation ensued.
Since then, while the military personnel and civilian leaderships of both sides have continued to hold exchanges and meetings to work through issues such as border surveys and remaining demarcation as well as address common security challenges such as cross-border crimes, misunderstandings and low-level tensions have still continued to simmer.
Over the past few weeks, these border tensions have been in the headlines again with reports of a border confrontation between Cambodian and Lao troops in the Mom Bei area in Preah Vihear province. Though details remain unclear, tensions date back to mid-August when Lao and Cambodian troops confronted each other along the area leading to concerns about escalation and even the potential evacuation of civilians.

Cambodia, Laos begin troop withdrawal from disputed area

Cambodia and Laos have begun to withdraw troops from disputed territory in Preah Vihear province after senior military officials from both sides conducted negotiations.
Lt Gen Srey Doek and Maj Gen Duang Chan of Cambodia recently negotiated with Maj Gen Soukai Phommasone, Laos’ Champassak provincial military commander.
Sou Serey, deputy provincial governor, on Saturday said both sides are now withdrawing troops peacefully, but there is misinformation spreading online.
“Troops from both sides are withdrawing,” the Khmer Times on Monday quoted Serey as saying. “There was a misunderstanding. There is no confrontation.”
Anousine Khattiyalath, deputy head of the Lao Foreign Ministry's National Boundary Committee, was quoted by the Vientiane Times last week as saying: “[We] would like to officially state that the area in question is stable, and our two countries are not engaged in any kind of stand-off. There is no tension, and there are no major problems.”
The Mom Bei area in the province’s Chhep district is disputed by Laos. In August, Lao troops encroached the disputed territory.

Prak Sokhonn to solve border issue with Laos
Foreign Affairs Minister Prak Sokhonn will visit Laos for two days to resolve ongoing border issues and strengthen relations.
The visit follows the withdrawal of Lao troops from the disputed Mom Bei area near the border in Preah Vihear province last week.
Lao troops had encroached upon the area for about two weeks before both sides agreed to withdraw forces and solve the dispute without escalating tensions.
Both nations began work to demarcate the 540-kilometre border in 2000. So far, the government has demarcated 84 percent of the border with Laos.
During the withdrawal of troops last week, both sides reported it was done peacefully.
Major General Mao Phalla, spokesman for the Royal Cambodian Army, yesterday said although the army has withdrawn, it has orders to stand-by.

Lao Border Officials Cooperate with Cambodia
Stung Treng: On October 30, 2019 at 14:30, Brigadier General Nim Borek, Cambodian Police Chief of Trapaing Kranh International Police Station led his officers to attend an official meeting at the Lao Nongkuan (Cambodia-Laos) Border Post, together with officers from the Laos side of the border.
At the meeting, the Cambodians called on the Laos border administration to cooperate and provide information in the case that insurgents arrive at the border, and the Lao side has received the request and accepted to cooperate with this issue.
Stung Treng: On October 30, 2019 at 14:30, Brigadier General Nim Borek, Cambodian Police Chief of Trapaing Kranh International Police Station led his officers to attend an official meeting at the Lao Nongkuan (Cambodia-Laos) Border Post, together with officers from the Laos side of the border.
At the meeting, the Cambodians called on the Laos border administration to cooperate and provide information in the case that insurgents arrive at the border, and the Lao side has received the request and accepted to cooperate with this issue.

But besides that ghost..
It is good that Cambodia has tight control of its three Nthn borders. There is scope for all kinds of mischief,
and it was not long ago that there were real military battles with Thailand up north, and serious tussles along the whole Thai border.
After a millennium of the KOW's borders being set by its neighbours, or its masters, it is good that Cambodia is finally drawing a very firm boundary line.
