Is it just me or does anyone else think the bloke in the OP picture being bundled in the car is not the same bloke in the other pictures, including the Amnesty International page. The first picture is of a much younger man.

My apology, sorry for not being clear, it was just speculation as to who took the unnamed foreigner away. 1) The head of Zaman was older, fatter and had a widows peak matching the photo shown earlier of someone with a gun pointing at his head and his wife's picture
2) He was arrested in a Bank - not in the street.
The mystery continues....

Phnom Penh, Cambodia News: A 30-year-old Russian national, identified as ROMAN BAK TIGZIH, was arrested in Chamkarmon district, Phnom Penh, on 18 October 2019, by Phnom Penh police in collaboration with Siem Reap Anti-Human Trafficking and Juvenile Protection Police. The police were looking for the suspect after he fled to Phnom Penh, following a warrant for his arrest issued by the Siem Reap court on charges of purchasing child sex.
The Russian, who does not have a passport,is currently being detained at the Siem Reap Provincial Police headquarters to prepare a case to be sent to the provincial court .

Man charged over sexual abuse of three boys
Siem Reap Provincial Court on Saturday charged a Russian national who allegedly paid for and had sex with three boys in Siem Reap city in May and June.
Colonel Chea Heng, provincial anti-human trafficking and juvenile protection department chief, yesterday identified him as Roman Bak Tigzih, 30, and said he committed the crimes at Romantic Hotel in Sala Kamroeuk commune’s Wat Bou village.
“The court charged the Russian man with purchase of child prostitution and sent him to the provincial prison pending trial,” he noted.
Col Heng said provincial anti-human trafficking and juvenile protection police officers cooperated with Phnom Penh police to arrest Mr Roman near the Australian Embassy in Chamkar Mon district on Friday in accordance with an arrest warrant from the provincial court.
“The suspect was involved with purchase of child prostitution involving three boys aged between 11 and 13 in May and June this year,” he said.
He noted that the accused denied committing the crimes against the boys.
“Even though he denied committing the crimes, we have enough evidence against him,” Col Heng said.
