No, it was for anyone. A degree of tolerance was necessary, but there was no flooding or shit in the water. Reasonably priced rooms were readably available and the seafood was fresh as were the girls. I remember the latter two fondly. Hmmm....red snapper-my favorite dis.
It certainly wasn't for anyone. It was place for people like you and for the backpackers. Now the city at least has wider range of hotels and more entertainment (movies and shopping for example). As long as the the infra is fixed it actually might come a place for everybody (=families, couples, backpackers, single guys..) like Phuket or something similar.
Sounds like you have never visited the place, 'wide range of hotels and movies and shopping, WHERE??? they closed the 2 cinemas, hotels are all chinese casinos, shopping? go take a look you can not even eat fish on the beach anymore, all gone! there is nothing to do but sit in traffic then gamble!!!!!
I go there multiple times each year. Last time in May. Which cinemas they exactly closed? As far as I know there has been only these "home cinema" type places before and at least one of them is still open. Later this year they will open 2 new big proper cinemas with Imax theaters and all. You know, real cinemas.

Several shopping malls are under construction. First one should open next month already. Also multiple local as well as international brand shops have been opened this year already.

There are multiple new 3* to 5* hotels that have been opened within year or so. And several more will be opened in coming few years. End of 2020 there should more rooms online then ever before and most importantly there will be everything from small guesthouses to big hotel resorts. Before there was only small, mainly badly managed, hotels and guesthouses and then over priced Sokha and Indepenced Hotel.

It was an odd place, all that empty land, an ugly town but with nice spots tucked away. The beaches were often dirty in the wet season or if the wind blew from the wrong quarter but it was still magical
I remember Roddy and his brothel tours, chasing the dragon in brothels. The chicken farm and Blue Mountain. The pretty awful bars on Victory Hill, the big place that was like the Walkabou, the beach bars and Utopia when it was packed all night.
Teaching the kids to swim when they were terrified of waves back in 2008/09. Staying at the Hoo Ha with plates of horse tranquiluser on the bar. Going to visit the Happy Hippy. And in later years staying in luxury on Otres 2.
I spent some of the best times of my life there.
So family from Europe comes to Asia for 2 weeks holiday. You think the wifey or the daughters are happy to spent the whole time in a 50cent beer hut? Well I see you like your brother and chicken farm tours. But the point was that was Sihanoukville place for anyone before? No. It was for backpackers and brothel tour people.
I live here, there are no new hotels only casinos where are you getting this information??? or do you mean the tower blocks like blue bay with prices higher than London?, one small chinese shopping centre is being built and will be far too expensive for locals and probably employ chinese only, most other constructions have been cancelled due to the new governor coming down firm on illegal builds with no permits. Family from europe will stay and eat where? all the restaurants on beaches have gone, including Otres. Where will they eat? there is hardly anywhere left to eat. You need to visit again and have a reality check!! I will post photos later you will be shocked its changed much even since May

To travel halfway around the world to order to
1)to see a movie
2)to shop at a mall
3)to stay in an overpriced hotel in order
4)to swim in polluted water (sewage from
overpriced hotel)

One must ask why leave home unless swimming in shit, piss and a high bacteria count is your idea of an exotic good time.
As my old Cajun bait seller used to say, "I opes you luck.

not forgetting see chopped up bodies, daily kidnaps and fights, traffic , rats and collapsing buildings....
It really is not going to be a destination for families unless things really change, right now with 95% of businesses owned by chinese it will not happen
All projects on Otres 1 beach have been cancelled its now just a mess , everything is closed

Well it's obvious that living there doesn't mean that you know anything

In May I stayed in a newly built ok quality hotel. Nightly price was $49. I also stayed two night at Independence hotel. Thanks to recent competition, the rate there was only $35 for a night. Last time I was in London it didn't feel that cheap?! Anyways more hotels opening weekly and prices dropping also. I believe last winter was when the max prices were hit due to so few rooms available that time.

The mall tha I'm talking about and that is about to open is full of western franchises actually (Starbucks, Pandora, Levi's, KFC etc). There will be couple local and regional chains and one or two Chinese owned shops. And over 90% employees will be locals. And that rest include at least 2 westerners.. rest chinese, filipinos, malays and indonesians who all work mainly in management positions. And the prices will be same as they are in same shops in PP so locals do afford them.

There are close to 100 construction projects on going and only ~15 has been cancelled.

You might want to get out of your home now and then and not trust all the rumours you read on the forums :)

Have you ever looked statistics where most people go? And have you checked what is there? I'm not saying those are the only things but very important things when a western middle class samsonite family come to town.

Dude you got to be one hell of a guy living in those conditions! I mean seeing all those things daily. WOW. Hopefully your building doesn't collapse tonight. Or no one kidnaps you.

I have to admit Kompong Som was not my favourite beach destination on the planet, but it did have some wonderful charms.
The best of those was that it became Cambodian's very own, unique, beach holiday destination.
It was always 10/1 locals on holiday, outnumbering everyone else.
Watching Khmers discover and delight in the beachy lifestyle was just so wonderful to watch.
That experience was stolen from all Cambodians and this is the real tragedy, in my book.

Thats it in a nutshell. Sihanoukville used to be for Khmer families to visit on longer holidays. For many ( even adults) it was the first time they had ever seen the sea.

Now its exclusively for the Chinese!!!!

Thats the tragedy!!!

GF's sister and whole family went to the beach in snv and wanted a good seafood meal, the owners came up to them and said his restaurant is for Chinese not locals.

Cambodia has always had a reputation for favorable and amenable ladies - even the earliest Chinese traders mention this in their scrolls (it is online somewhere)

I would say that overall the Chinese are providing construction work for Cambodians in SHV and of course the landowners are licking their lips.

Other than that, the locals are frozen out of their own economy as the Chinese use their own buses from the airport, go to Chinese owned places with Chinese staff and so on.

My generalization is that Western tourists do make an effort to get to know locals and actually spend their dollars in the local economy.
