I haven't checked in for a while on this thread, but legally how would it work if a business owner knowingly employs someone without a valid visa? There's the wp issue as well, but what would the penalties be?

Employers are obligated to only employ foreigners who have the correct documentation to legally reside and work in the Kingdom. If they employ foreigners without valid Immigration (correct EOS) and Ministry of Labour (WP) documentation then the employer is liable for fines and worse case, imprisonment.
