Phnom Penh, Cambodia Breaking News: On the morning of August 28, 2019, the Department of Immigration, in cooperation with the Phnom Penh International Airport's security services, deported 150 Chinese nationals in connection with telecommunication fraud.

Immigration police said the 150 Chinese nationals, including 12 women, were arrested by the Anti-Terrorism and Transnational Crime Branch and the Anti-Trafficking Crime Division of the National Police. On 18 July 2019, 18 suspects were arrested in Kampong Speu, and a further 132 people were detained on Aug 15, 2019 in Preah Sihanouk province on VoIP fraud charges.

On 28 August 2019, the 150 suspects were deported to China by a special aircraft of the Ministry of Public Security of the People's Republic of China from Phnom Penh International Airport in order to face the charges in China.

150 telecom fraud suspects returned to China from Cambodia
August 31, 2019

A total of 150 Chinese suspects involved in telecom fraud cases were on Friday sent back to China from Cambodia, according to Chongqing police. Police in South-West China’s Chongqing Municipality in April were alerted by victims who were lured by users on a dating site to gamble on websites based in South-East Asia. The victims said they transferred a large amount of money to those websites but later discovered that they were locked out of their accounts.

Chongqing police had since launched an investigation and found the telecom fraud ring was in Sihanoukville, Cambodia. More than 10,000 victims from 28 Chinese provincial regions and cities were involved in the case.

On Aug. 14, Chinese and Cambodian police launched an operation in Sihanoukville, busting the fraud ring in four locations and nabbing 127 suspects. Chongqing police said the case involved nearly 100 million yuan (or about 14 million U.S. dollars).
Close to 1,000 computers and mobile phones were seized during the operation. Meanwhile, police found another fraud gang located two dens during the investigation, with 23 suspects arrested. (Xinhua/NAN)

The Chinese are certainly causing problems on the coast. Good to see these criminals caught and sent back to face justice in China.

Interesting how they used online dating sites to lure people to the gambling site. You would think you would know depositing large amounts of money with an unknown gambling site might be risky.

The Sihanoukville airport must be busy with charter flights for Chinese criminals being deported and the online gambling staff starting their exodus.

Cambodia Deports 150 Chinese Nationals

More than 150 Chinese nationals were deported from Cambodia last week due to a range of alleged gambling-related crimes in Sihanoukville and Bavet, including kidnapping and online fraud.

According to separate media reports in both countries, the suspects were expelled by the Ministry of Interior’s Immigration Department on two specially chartered planes following a joint investigation between police in Cambodia and China’s Chongqing Municipality.

Chinese state media agency Xinhua reported over the weekend that authorities had been made aware in April that victims were being lured to gaming websites in Cambodia via a dating site, with a number said to have transferred large sums of money only to find their accounts locked. Police said more than 10,000 victims from 28 Chinese provincial regions were caught up in the scam, losing around US$14 million in the process.

These are serious Chinese criminal gangs hiding out in the Kingdom. Great to see them face justice back in China.

Must be the tip of the iceberg. Plenty more to hunt down.

I read elsewhere that around 1000 deportees are being proscecuted so far in China

Joint efforts from police in China and Cambodia to combat illegal online gambling in both countries have led to the arrest of almost 1,000 people so far this year.

Chinese President Xi Jinping and Cambodian Prime Minister HE agreed the cooperation in January of this year and, according to the Chinese Ministry of Public Security, the arrangement is proving effective.

As of August 30, almost 1,000 Chinese people have been arrested in Cambodia in connection with the crackdown, including 335 individuals directly involved with illegal online gambling.

Prime Minister HE also last month signed a government order to introduce an outright ban on online gaming in the country and, according to the Chinese Ministry of Public Security, this led to various operators withdrawing from Cambodia.

Since the order came into effect on August 31, Chinese and Cambodian police have upped their efforts to identify and shut down illegal gambling businesses.

During the weeks that the order has been effective, these police efforts helped to uncover a number of telecommunications fraud and online gambling dens in Sihanoukville, Chaibu and Phnom Penh. Police arrested 176 criminal suspects in the process of these raids.

The Cambodian government hopes to shut down its iGaming industry by the end of the year, with no more licences to be awarded, while current permits will not be renewed when they expire at the end of 2019.
