Negotiations to continue for next year’s minimum wage

Negotiations for next year’s minimum wage will continue this week as the parties work to reach an agreement that will impact about 800,000 workers in the textile, garment and footwear industries, the Ministry of Labour and Vocational Training said on Thursday.
Representatives for workers have already agreed to reduce their demand from $199 to $197 per month, while representatives for employers have agreed to increase their offer from $184 to $184.50 per month, it said.
Cambodia’s minimum wage is currently $170 per month.

Cambodia’s minimum wage is currently $170 per month.

Minimum wage for garment, and footwear sectors rises to $190 in 2020
The minimum wage for workers in the textile, garment, and footwear industries has increased to $190 in the year 2020, according to the Ministry of Labour.
In an announcement released after a trilateral meeting today, the Labour Ministry said the National Committee for Minimum Wage has determined $187 as the minimum wage, while Prime Minister HE has decided to add $3 more.
The ministry said besides the monthly minimum wage, workers will still receive other fringe benefits including an extra 10 U.S. dollars per month for regular attendance and an extra seven U.S. dollars per month for transportation and rent.
The ministry said the new wage will be effective from the first of January 2020.
Labour Minister Ith Samheng said that while Cambodia offers a minimum wage of about USD 190, Vietnam only offers USD 120 in some regions and only $110 in Indonesia and Laos.

$45/week might sound fantastic.
But don't go comparing it to the lowest common denominators, that only leads to a race to the bottom.
That is one of the problems with globalisation.
The "Haves" want to pay the dirt cheap prices that free trade brings - and insists upon the globalisation of starvation wages. "or we go elsewhere"
It seems to me that HE recognised a few years ago ago that if capitalism coughed-up a living wage, the whole Cambodian economy would benefit.
$50/month doesn't stimulate consumer spending very much. $200 does.
And $300 will even more.

If you put these numbers next to the inflation the wages don't keep track.
182 > 190 = +4.4%
Estimated inflation, anyone? My bet: 5-10%.

The annual inflation rate in Cambodia was recorded at 2.07 percent in April of 2019.
But yes, K - the wage rise is effectively cut in half, in real terms, by inflation.
The workers still have a long way to go to reach global, even national, equity.

UPDATE: The latest bid in minimum wage negotiations for garment and textile workers in 2023 is $197.86. The minimum wage for 2022 was set at US$194.

From discussions I’ve had at work, and the supply chains I have visibility of, there’s going to be a lot of layoffs around the end of this year. The multi-nationals are cancelling orders hand over fist. Maybe the unions realise that the minimum wage level is irrelevant if you haven’t got a job, and it’s not like there isn’t any competition from other countries to undercut Cambodian production. I’m not saying what’s right and wrong, just pointing out the realities.
