IMF: property taxes deliver the largest increase in GDP
Phnom Penh Post
Revenue from property tax accounted for 0.1 per cent of gross domestic product (GDP) which is very low compared to other countries in the region, an International Monetary Fund (IMF) working paper said.

Basis for calculating Stamp tax 4% on right transfer has been increased (using updated property price which is 3,4 times higher than last year) since beginning of this year, but I believe before an optimal solution is found for tycoons who combines probably owns 75% of Cambodia land, GDT may not introduce any major changes to the 0.1% annual property tax.
