Where can I buy 18650 cells in bulk?
I'm talking about 5000 to 6000 cells. Preferably Panasonic with attached soldering terminals (or does anybody know where to get a spot welding machine?). Importing them takes 2 months and 50% tax are added

Try Orussey market, ground floor, south east corner. You wont see massive quantities in the market, but some stall holders have another shop or warehouse where they keep larger amounts of stock. There must be a wholesaler supplying most of these, but I dont know where. See if you can find out where it is.
I would ask in the market. Tell them what quantity you want, ask if they can supply it, and at what price. You can even hope they refer you to a wholesaler.

I was taken by a Cambodian friend to a place where you can buy bicycles wholesale. They come in by the container load. Shops might buy 50 or 500 at a time. See if you can find a similar place selling batteries.
I would ask in the market. Tell them what quantity you want, ask if they can supply it, and at what price. You can even hope they refer you to a wholesaler.

That will be seriously expensive if you want new ones. Alibaba is your only hope, 50% duty or not. They don't make 18650 cells in Cambodia, they will all have been imported at some point.

There are shops here in the KOW who sell name brand 18650 cells. I follow some of the shops on Facebook but I don't remember their names off the top of my head. They post from time to time so I'll send you their names when they do.
You are talking in the neighborhood of $20,000.USD and for that amount they will have to order and you will have to pay up front so might be better to just order yourself online. The biggest problem getting them is having them shipped as they are considered hazardous material.

There are several DIY spot welders on YouTube there is one that uses old microwave parts, one with motorbike starter relays and others. Some good deals on AliExpress for spot welders too. You will want to get a good welder and pure nickel strips.

If I was making my own spot welder, I would use a 12 volt car battery for safety reasons. If you use mains power and something goes wrong, someone could get electrocuted.
If I was using it for a small quantity, this setup is good.

I would make the support for the contacts more rigid.
If I was using it for a large quantity, I would add a timer. Then experiment with exactly how long is ideal. I might start with 0.25 of a second, then adjust it up or down from there. A battery which puts out more amps will require less time to spot weld.

If you are going to be spending over $20,000. USD for batteries you should spend the extra for a good spot welder. This one from AliExpress gets good reviews from the guys who build their own E-bike batteries.
