If you watch the second link you will hear a soft singing noise when he closes the "switch". There will be electronics chopping-up the battery DC and using an inductor or transformer to step-up the voltage.
If you Google, you will find a range of suggested output voltages, both DC and AC. 300V chopped DC is typical.
The guy who was killed was probably just using mains power with a long extension cord - just the active wire would be enough - but deadly,!
