The foreign couple were walking on street 13 in the direction from south to north, when two suspects rode up on a motorbike to snatch a phone from the foreign woman before driving off.

After the incident, the police went to the scene and took the couple to the Wat Phnom police post, but the victim didn't want to file a complaint, so they left.

Probably did not want to pay the police to file a theft report! If they had paid they would have been robbed twice.
I had to pay $25 to report my number plate stolen, then they wanted $100 at the vehicle licencing centre to issue me a new number plate!
I didn't bother in the end and got a $10 copy plate from the market.

Happened to me in the same area.
Was pretty much my mistake, the sunset was just too good behind wat phnom.
A nice bus driver wanted to warn me but it was to late.
No problem, just bought a new phone the next day.

I was walking on the riverfront close to the night market today around the same time. I heard a bunch of shouting and saw a guy speeding off alone on a bike. Tuk tuk pulled over and a couple got out obviously shaken. I asked them if they just got robbed. They were from Spain and said the guy on the bike rode past and pulled a bag out of the woman's hand that contained their passport, money and phone. They said they were going to go back to their hotel which was quite close. I think either the hotel was in on it or the guy stalked them from their hotel. The couple had large backpacks with them and looked like they were on the move. Guy on the bike had to know which bag the valuables were in.

I was in a tuk tuk last Wednesday that was moving very quickly, and two guys pulled up beside me and one attempted to grab my phone. I grabbed his arm, but slipped and fell right out of the tuk tuk. They didn't get the phone, but it smashed to pieces on the street. I still can't even put on a shirt without assistance.

I think he was tied to the back of the motorbike, because there is no way he wouldn't have fallen off otherwise.
