During the Untag , period a high proportion of African servicemen did indeed " play - up"
It was common to see them drunk or stoned whilst they were on patrol or guard duty.For the majority, it was there first experience in Asia ,even being in another country.With their extra pay /allowances they had huge spending power & they made the most of the situation. They would buy /acquire liquor and drink until it was finished.Food ment for civilians or demobilized Khmer combatants was stolen or sold on a regular basis via the black market. Over 350 babies were born with Khmer ladies and H I V was rampant., etc,etc.So yes they were generally unlined ,to say it mildly .

All true Pczz, and Mark ^^. More than disgraceful - a tragedy.

Only to be expected if you put them in a totally wild west undisciplined environment.
Many NGO's and the press realised this early and tried very hard to get the problem addressed. Without any success at all.
Most historians blame
UNTAC Mission Chief Yasushi Akashi, who responded "boys will be boys" and actively worked to close down any action on the issue. And..
UNTAC Force Commander Lieutenant General John Sanderson who in a very australian way just put his head down and sent out the message - "just doin' my real job, not worring about highfalutin ethical issues"
"Those most responsible"??... the two leaders.

I'm not a historian or doctor but the strain of HIV that became rampant here in the early 90s to early 2000s and has since been managed and contained well is not a strain that is prevalent in West Africa. I do not know if it is true but apparently some Khmer remember the African peace keepers sent here by the UN. they conducted themselves disgracefully and left a lasting bad impression. maybe an historian can enlighten?

I seem to remember something about the Bulgarians (maybe is was the Hungarians?) who organised a racket where part of the salary was kicked back to those in power in order to get the job. As a result the dross they sent over where a bunch of thugs and criminals whole stole anything not bolted down and had the worst reputation of the lot.
