(Sihanouk): Ministry of Water Resources and Meteorology (MoWA) on August 18, 2018, announced that due to heavy rains flooding National Road No. 4 at Ouk Ky Bridge, Steung Chaleak Commune, Ouak Rak Roth Commune Preah Sihanouk Province, this portion of the road will be closed to traffic.
"The amount of rain that has plummeted in the Cardamom Mountains has caused floodwaters to cross the new National Highway No.4 at the Oak Ky Bridge (106-107) Stoeng Cheal village, Oak Russey commune, Kampong Cham province, Preah Sihanouk province. As of 10:30 am, August 18, 2018, the traffic passage at this point has been temporarily suspended. "
Preah Sihanouk provincial police chief Brigadier General Chuon Narin said the flood situation had led to a temporary suspension and that police forces, along with the police and local authorities, were intervening there.

According to the Huy Bunleng facebook page, at 10 am on August 19, 2018, the water situation at Stung Samrang Bridge on National Highway No. 4 was improving as the flooding recedes.
Update: 1 hour later, traffic has resumed for light vehicles only.

UPDATE: The bridge is now closed to all traffic according to the Facebook page of the Ministry of Water Resources and Meteorology.

Kompong Speu, Cambodia News: On August 5, 2019, the O’Kaki Bridge on National Road 4 in Kampong Speu is reported to have been damaged by recent heavy rain, and repairs are underway. The road is still open, but only operating on one side, so traffic has been backing up all day.

Flash floods are causing temporary closure of National Road No. 4 in Stung Samrong village, O' Bak Rotes commune, Kampong Seila district, Preah Sihanouk province.
According to an announcement of the provincial administration released this evening, flood water keeps rising, thus inundating totally a portion of NR4 between Kilometres No. 115 and 116 in Stung Samrong village.
With this situation, all kinds of vehicles are not allowed to cross the affected area, it underlined.
The temporary closure of the above-said road portion takes effect from July 12 at 05:00 pm until further notice, the announcement emphasised.

The officials always look a bit puzzled, everytime the road floods
Hopefully the new Chinese expressway once completed won't have this problem anymore
