Interior Minister Sar Kheng yesterday slammed his subordinates for issuing nearly 40,000 unauthorised administrative documents to foreigners.

According to a report issued yesterday by the General Department of Immigration, 37,441 invalid documents used by 69,871 foreigners have been revoked since 2017.

Mr Kheng said high-ranking officials are to blame for the distribution of the documents.

“If we did not seize the invalid documents from those foreigners, they could have automatically obtained Cambodian citizenship,” he said. “This is the fault of expert officials and their leaders.”

“From now on, no mercy will be given to officials who issue invalid documents,” Mr Kheng added.

He said that foreigners who use invalid documents in order to reside in the Kingdom will be arrested.

“I do not want this mistake to become a historical mistake,” he said. “This is what would happen if we did nothing against those who violate the law.”

GDI director General Kirth Chantharith yesterday said amendments to the Law on Immigration must be made and that relevant legal instruments are required to better manage immigration.

“Though we made an achievement on this, a few problems are still concerning,” Gen Chantharith said. “Some foreigners refused to offer cooperation to our officials. More than 100 complaints have yet to be addressed. I think we still have work to do on that.”

In addition, Gen Chantharith said GDI’s report will help quell criticism stemming from local and international groups.

He said the groups accused the government of using the issue of immigration as a political agenda.

“Some opposition groups issue misleading information to scare citizens,” Gen Chantharith said. “This report will prevent all their activities and the report will be considered during the drafting of the national budget.”

Soeng Sen Karuna, senior investigator with the rights group Adhoc, yesterday noted that officials stationed at border checkpoints are less attentive and incapable of reducing the influx of undocumented foreign nationals.

“It looks like the government has firmly implemented the existing laws in addressing the problem,” Mr Sen Karuna said. “But looking at it from a different side, it is clear that it’s their fault because they let illegal migrants enter the country in the first place.”

The GDI recently suspended two senior immigration officials over their alleged involvement in irregular work in May.

According to two letters dated on July 12 and signed by Gen Chantharith, Major General Mok Bunchheang and Brigadier General Kong Narin, deputy directors of the investigation and procedure enforcement department were suspended.

Will be considered during the drafting of the National Budget??? Really??? Is there a line for "inexplicable expenses"? Is there a line for "whatever tea-money allows"???
