I did avoid any personal discussions, but said Khmer manager put a lot of pressure on me saying that I was extremely disrespectful to Khmer culture and that I had to answer personal questions. I cannot tell how many times I heard that I disrespected Khmer culture by rebuffing his advances and questions for personal favors of all kinds (another topic) and labeling them as inappropriate. Is that actually true or was it just a way to manipulate me?

Do Khmer women experience the same type of harassment?

It might be worth talking with an experienced Cambodian female HR manager (not related to your company) and get her view on what happened, if this is type of behavior is the norm and what she'd suggest to do about it. I.e. what would a Cambodian woman do when faced with this kind of behavior.

What happened was extremely poor and its terrible you experienced it.

At the time I was working there I was his only target. Whether he had previously been interested in Khmer women there (or maybe a Khmer woman who left) I don't know. He seemed to be into me though because that was somehow related with higher status.
I did try to get HR at the company involved, but they made it very clear that they did not care whether he was into me or not and they did not want to get into trouble with him.

Is he someone outside the office or does he know someone big outside the office? There are many unwritten rules that can be hard to navigate. Even a weasel may have a powerful relative and the way this country is running not every reason for a decision will be obvious.

I know of an instance where the Labour Department showed up at a business following on sexual harassment claims. That issue was taken very seriously and the person punished.

How about working for a multinational company? You’d have avenues to report the harassment outside of the Cambodia office if you needed them.

he was a senior manager in the office and the Khmer staff liked him for being reasonable and friendly (in their eyes). Below that friendliness however he had this sense of entitlement that based upon his position, he deserved certain privileges. No idea whether he had any more connections "higher up".

he did worry though because I once threatened him to bring a complaint to the Department of Labor should a certain behavior not cease.
