From reading around what khmer friends are sharing on FB there is a lot of anger towards the Governor of SHV - greed over safety is the theme, happy to take money off chinese without care of his people dying. This whole "we closed them down twice" rings like the same bullshit from the casino on Koh Rong who despite being forced to close was found to still be operating, the excuse then was "well the police went and served them notice to close and they agreed, what more do you want us to do"

There will be a bunch of high profile sackings, the chinese owners will get stiff sentences before being quietly shipped back to china and then the destruction of SHV will continue as normal until the next tragedy.

I agree with the Khmers anger towards the Governor. A lot of responsibility lies with him. However I do recall he wrote a letter to HE last year stating that things were getting out of control in SHV, and the letter seems to have been largely ignored by those at the top in PP.
Interestingly, the governor and HE have both been onsight, hoping to be seen to be doing something.

Everyone will blame the others and no one will accept any blame. The only thing they accept is tea money. They are all to blame as they allow the shoddy people into buy/build and they only have $$$$$ in their eyes.

Yes people will be angry but the competent authorities will just pay some money, big note their generosity, claim it all back and more then all will go back to business as usual. By the time the next collapse they may all be retired overseas.

Prime Minister HE decided to remove Sihanoukville governor from his post after the deadly construction collapse which caused the death of 25 workers as of Monday morning.

The decision to remove Yun Min, the governor of Preah Sihanouk province came after he [HE] visited the incident site on the night of Sunday and said Mr. Min has asked permission to resign from his position following the painful tragedy.

“I have agreed to have him [Yun Min] resign and discussed with Samdech Sar Kheng to bring Kouch Chamroeun from Kampong Cham to be the governor of Sihanoukville,” the Prime Minister said in his Facebook post on Monday afternoon.

However, Mr Min will continue to lead the operation to search for the remaining bodies suspect to be buried in the rubble until completion.

Mr. Min has also expressed his regret and condolence to the families of the victims and ask for understanding of his previous works for any wrongdoing.

“I met Samdech Techo [HE] to ask for forgiveness and asked for resignation as governor of Preah Sihanouk province,” he said in his Facebook page.

Premier HE also stated that he decided to fire, First Vice president of the National Committee for Disaster Management over his irresponsibility and lie of the incident.

The death toll in a building collapse in Cambodia has risen to 24 as hopes faded of finding any more survivors.

Two days after the building in Sihanoukville collapsed, it emerged that three Chinese nationals and a local landowner involved in the construction had been detained while the incident was investigated.

The unfinished, seven-storey building collapsed early on Saturday on top of dozens of construction workers who slept each night on the second floor.

The condominium was being built in the thriving seaside town, which has been transformed in recent years by a mainly Chinese-led building boom catering to tourists who flock to newly established casinos.

Preah Sihanouk provincial authorities said rescuers digging through the twisted metal and concrete rubble found five bodies overnight.

Cambodian prime minister HE also visited the site late on Sunday. Pictures released by the provincial authorities showed him in front of the collapsed building talking to several government ministers involved in the rescue.

At least 24 workers were injured in the collapse. One of them, Nhor Chandeun, said he and his wife were sleeping when they heard a loud noise and felt the building vibrate then begin falling down. They were trapped for 12 hours before rescuers found them.

The government’s labour ministry said 30 workers were at the site when the building collapsed, but Nhor Chandeun said there were about 55 to 60 people inside the building.

Distraught relatives at a local hospital said around a dozen people were believed to be still entombed in the concertinaed floors of the building.

“I lost my husband and my nephew,” Khim Pov, 47, said while her son – who was able to crawl out from the debris – received treatment. “I don’t have any hope my husband has survived. The bodies being pulled out have been flattened.”

A soldier working at the scene throughout told Agence France-Presse: “We don’t expect any more survivors.”

There has been mounting concern in Cambodia about the standard of Chinese construction companies operating in the country.

The Chinese news agency Xinhua reported that Seng Loth, a spokesman for Cambodia’s ministry of land management, planning, and construction, said the collapsed building had been erected without permission.

“It was an unlicensed project, and the provincial authorities had warned the developer twice, but they ignored the warnings,” he told Xinhua.

The Chinese embassy in Phnom Penh released a statement on Monday which said it “supports a thorough investigation of the accident and necessary measures by competent Cambodian authority in accordance with the law”.

It said the embassy was greatly saddened by the collapse and had reached out to Chinese enterprises in Cambodia to mobilise personnel as well as heavy equipment such as excavators to clear the rubble.

Four to be sent to court over deadly building collapse
Preah Sihanouk provincial police will send four people arrested in connection with the construction of the collapsed building to the provincial court today as rescue work goes on.

Provincial police chief Major General Chuon Narin said today that police will send Chen Kun, a Chinese national who leased the land for construction, Deng Xing Gui, a building contractor, Gao Yu, a concrete wall contractor, and Nhek Huy, a Cambodian who owned the land to the provincial court today.

“We will send the four people to the provincial court today after completion of questioning,” Maj Gen Narin said and declined further comments.

All four people were arrested on Saturday after the seven-story building under construction in Sihanoukville collapsed early Saturday morning.

Rescue work is still going on around the clock to look for more victims as it is believed that up to 60 people may have been in the building, living there while the upper floors were being constructed.

The Chinese started constructing around half a decade ago. What happened before then? It was pretty flat when I was there a decade ago and I never imagined 7 story buildings would collapse.

It was changing in 2000 with the influx of westerners.

Rescuers found two survivors in the rubble of a building that collapsed two days earlier while under construction in a Cambodian beach town, killing 28 workers and injuring 26 others as they slept in the unfinished condominium that doubled as their housing.

A hospital official said the two found yesterday were very weak and could only speak softly.

“They are in serious condition after being trapped since early Saturday without any food or water,” he said on condition of anonymity because he was not authorised to speak to the media.
