Only 1,000 of Cambodia’s 20,000 tuk-tuk drivers legal

A senior official at the Ministry of Public Works and Transport told The Post on Thursday that only 3,000 of the Kingdom’s more than 20,000 tuk-tuk drivers had so far taken a driving test during a three-month “grace period”, with only a third passing.
On April 9, Minister of Public Works and Transport Sun Chanthol said 98 per cent of all tuk-tuk drivers “didn’t know the traffic laws and did not have a driving licence”, also announcing that the ministry was giving them three months to get one or face fines.
But Chhoun Voun, director of the General Department of Land Transport at the Ministry of Public Works and Transport, told The Post on Thursday that so far only 3,000 drivers had heeded Chanthol’s warning.

The deadline for tuk-tuk drivers and riders of motorbikes with engine capacity above 125cc to hold valid licences or face fines has been pushed to August, a senior official at the Ministry of Public Works and Transport said on Thursday.
Chhoun Voun, director of the General Department of Land Transport at the Ministry of Public Works and Transport, told The Post on Thursday that the move will give those needing a licence more time to prepare for the test.
“The ministry has organised driving lessons that focus mainly on driving theory, with those sitting the test needing to understand and memorise articles of the Road Traffic Law and the meaning of traffic signs and road markings,” Voun said.
The decision comes after illiterate tuk-tuk drivers complained of the difficulties they faced passing the theory test, with the delay designed to give them more time to prepare. Many requested the ministry make it far easier for them to pass the theory test.

Banteay Meanchey Province: To raise awareness and reduce the incidence of traffic accident and casualties, officials from the Provincial Department of Public Works and Transportation cooperated with Poipet police on the morning of June 11, 2019, stopping motorists who operate a tuk-tuk, a Pass App or Grab tricycle, a motorbike trailer and motorized bikes from 125cc.
Head of Road Safety Bureau of Provincial Department of Public Works and Transport, Mr. Puy Nien Darrin, said that the purpose was to inform people who have the means of transportation mentioned above that they must have a valid driver's license before the law enforcement begins in August.

I’d compromise on the Ministry teaching drivers to use the map function. “See this blue line? That’s the route. You are here. The flashing dot. Now just follow the blue line to the other end.” As a bonus, teach them their numbers, because they always seem to give me 300-700r less than the correct amount when I need change.

Only around a third of the 8,487 tuk-tuk drivers who registered for free road traffic law training passed their driving test and received licences, the Phnom Penh Municipal Department of Public Works and Transportation said.
The department said that, as of Tuesday, 8,487 of the capital’s tuk-tuk drivers had registered on 15 free road traffic law training courses, with only 2,793 passing their driving test.
Chhoun Voun told The Post last month that putting back the deadline had been proposed after many tuk-tuk drivers had complained of difficulties in passing the driving test because they could not read or write.
Hen Then, a PassApp tuk-tuk driver, told The Post that he had not enrolled in the course because he had seen others train for two weeks and still not pass the test.
He said he would wait and “purchase” a driving licence instead.

33% pass rate. That is better than the pass rate for the nantional high school graduation exam (after they stopped the cheating and bribery). Go tuk tuk drivers!
