Drug arrests in Cambodia up 8.5 pct in 1st five months

PHNOM PENH, June 1 (Xinhua) -- Cambodian authorities had arrested 6,909 drug-related suspects in the first five months of 2019, up 8.5 percent over the same period last year, said an Interior Ministry's anti-drug department report on Saturday.
About 140 suspects, including 31 women, in this year's drug arrests are foreigners in seven nationalities, the report said.
The authorities had cracked down on 3,264 cases involving illicit drugs during the January-May period this year, up 2.2 percent over the same period last year, it added.
According to the report, about 298 kilograms of drugs and 823 other small packs of drugs were seized in the first five months of this year, up from only 100 kilograms confiscated over the same period last year.

Sar Kheng addresses critics over drug busts
In the midst of crackdowns on drugs in the past few months, Interior Minister Sar Kheng yesterday reacted to online critics who accused the government of not arresting powerful drug ringleaders.
According to Mr Kheng, Facebook users have criticised the government for not daring to arrest powerful drug dealers. He also said the critics have circulated false information.
“They said police arrested only small time criminals, and no ringleaders have been identified,” he said. “I just want to show a list of powerful people in the drug business that we detained. There are so many.”
Mr Kheng said critics should cooperate with the authorities and report drug distribution activities so police can take action against drug dealers.
“Police are working hard to combat and prevent drug distribution, so please join us,” he said. “You can’t just criticise like that.”
“Although we arrested many ringleaders, I believe there are more and the main ringleaders are not in the country,” he said. “Nowadays, drug producers and distributors can make orders in just a few minutes.”
[General Meas Vyrith] noted that there are five large drug syndicates currently operating globally, and most of the ringleaders arrested in Cambodia were from West Africa or China.
According to the NACD, during the first three months of this year, anti-drug police handled 2,047 drug cases and arrested 4,434 people.

Anti-Illicit Drug Combat Achievements in First Half of 2019

During the first six months of 2019, competent authorities have intervened 11 large cases, confiscating over 700 kilogrammes of illicit drug, and arresting some 900 suspects.
The update was shared by H.E. Gen. Ke Kim Yan, President of the National Authority for Combating Drugs (NACD) during the authority’s meeting here in Phnom Penh yesterday.
The figure does not include the intervention against 4,175 minor cases, wherein about 342 kilogrammes of illegal drug have been seized and 8,911 suspects arrested, added the authority president.
Among the arrested suspects, Cambodians outnumbered the rest, following by Vietnamese, Chinese, Thai, Lao, Nigerian, Russian, Dutch, Malian, Norwegians, Turkish, Indonesian, and Korean.

The drug crackdown by Cambodian authorities shows no signs of slowing down. In the news today...
Phnom Penh: Two women, aged 29 and 30, were arrested for trafficking and drug use in Phnom Penh on September 12, 2019, in a crackdown in 7 Makara District, Phnom Penh. Both women tested positive for drug use after giving a urine sample.
Kampong Cham: On the night of September 11, 2019, seven suspects were arrested for using and distributing narcotics in Cheung Prey district, Kampong Cham.
Kampong Chhnang: On September 11, 2019, a suspect was arrested by authorities with 38 packages of drugs. The suspect, identified as Chiang Bunchu, a 17-year-old male, lives in Sre Pring Village, Sangkat Kampong Chhnang, Kampong Chhnang City.
No amount is too small.
Phnom Penh: Police say the suspect, Sao Lland, male, 23, Cambodian, construction worker, was arrested in the street at 10:30am in Chbar Ampov district, Phnom Penh, on September 12, 2019.
Phnom Penh:Three construction workers were arrested for using drugs in Sen Sok at midnight on 12 September, 2019.

Police in Stung Meanchey arrested three suspects on a motorbike on arrival in front of Caltex petrol station, Veng Sreng village, Meanchey district, for illegally possessing drugs and drug paraphernalia on Wednesday, September 11, 2019 at 5:30 p.m.

16 September 2019: On September 15, 2019, there were a number of drug raids and total of 36 suspects were arrested across the country, according to the National Police. The principal drug seized was methamphetamine, otherwise known as ICE or crystal meth. Of the 36 suspects arrested, 25 were drug traffickers and 11 were users.
Police say that they will continue the crackdown on drug users and sellers.

9 Arrested in connection with the distribution and drug use of Kang Meas district in Kampong Cham

(Kampong Cham) - On the afternoon of September 24, 2019, following the government's fourth Anti-Illegal Drug Campaign Plan and the Commander-in-Chief of the National Police, Gen. Naw Savoeun, who urged measures to crack down on illegal activities, Kompong Cham provincial police have arrested nine people for drug use and distribution.
Police seized 41 bags of drugs in various sizes, 9 phones, scales and a pistol. The nine accused are being held in detention.

Is there a for-profit penitentiary system in place in Cambodia? If the authorities mainly go for small time dealers, and that the average sentence is between 5-10 years, there's a good amount of money to be made.

Kompong Cham: Following the confessions of the 9 likely lads arrested for drug trafficking in Kampong Cham on September 24 (see above), a woman was arrested on 25 September. The woman, Hem Khmer, a 57-year-old Cambodian female, was arrested in Russey Keo, Phnom Penh, with 72 packages of drugs ready for sale and two phones. She is suspected of supplying drugs to the gang of men who were apprehended by police the day before in Kampong Cham.
