^^ not to mention the hassle the poor guy would get off suspicious busy body middle aged expat women who would accuse him of being a pedo living with kids who weren't his every day of his life here.

Look at it this way. Let's say they were married in a civilized country like the USA. They move in together and she brings a kid and two nephews. A couple of years later, they divorce, or she's thrown in prison, or she dies.
Would the stepfather have any lawful obligation to provide child support for those kids or care for them if she died? No, not unless he adopted them. Why not? Because we have determined as a society that we are not offended by people severing the relationship with their spouse's children when the relationship with the spouse is severed.
If people who married single parents then immediately became legally obligated to care for their spouse's kids until age 18, it would be a lot harder for single moms to find anyone to marry them.
You know who is responsible for these kids, morally and legally? Their biological parents. Not someone who marries a biological parent who then turns out to be a murderer. So if one of these kids is hers,and she's in prison, the biological father should care for the kid. And if two kids are nephews/nieces of her deceased sister, then their biological father should step up to the plate.
Her expat husband has no moral obligation to care for these kids now just because their fathers are deadbeats. If he wants to stay in the country and care for these kids, that's his decision, but the suggestion that it would be "heartless" for him to pack his bags and leave ASAP is terribly unfair to him.

No one ever suggested that. Rather, the term 'heartless' was directed at the author of the above quote ie it is heartless to suggest the husband shouldn't get a lawyer for his wife, it is heartless to suggest he 'should' just walk away from the family..the implication being the husband hasn't developed any relationship with her kids and should abandon them. The daughter of a woman who was killed and dismembered in Phnom Penh earlier this month requested the authorities on Wednesday to impose the death penalty on the woman who killed her mother, after listening to the killer confess and describe her gruesome actions without any remorse.
Pich Sievmey, the only daughter of the victim, Koem Yaneang a 40-year-old widow, said: “The suspect killed my mother and cut her corpse into small pieces which she threw into the Tonle Sap river. She spoke without any expression of guilt.
“I know the constitution in Cambodia allows only life imprisonment but, as far as I’m concerned, I want the authorities to give her the death penalty to provide justice for my mother,” Sievmey said.
I'd call it first degree murder, in many US states, death penalty can be imposed.She said it took five days, from June 5 to 9 before she was able to dispose of all the body parts. “I am very smart. I used to be a chef and I have experience in chopping up chickens, pigs and cows,” she said.
