The youngest person I know who successfully obtained an ER EOS is 28, several in their 30s and 40s. It's all about being able to convince the DoI of your eligibility.

Re processing time for ER visa. A friend living in PP says it can take up to three weeks due to the herd of Chinese seeking visas. Anyone else can corroborate
