Coal is readily available from Indonesia, as pointed out.
Good news for industry and for steel prices in the local market, if they do it. The article (bit of a non article) just mentions they are basically doing a feasibility study.
That is a fairly normal activity and does not mean they will move this aspect of their business to Cambodia.

if the trade war goes much further the military will get involved
the prelude to that will see the yanks either default or devalue the usd, probably the latter

It could also be a bummer for Cambodia if it is seen as just a proxy for PRC then there would be more of the EBA and US withdrawals for all products of Cambodia.
