Cambodia Breaking News (Phnom Penh): On May 15, a 33-year-old Chinese man, Chheiv Chang Eur, a construction worker, was sent to court for the charge of having sex with a minor. The suspect was arrested on May 10, 2019, after the victim's mother made a complaint to the police.

The suspect contacted the victim via Wechat, and then from the end of April to May 10, 2109, the suspect met up withthe victim at Lan Thean guesthouse. They had sex twice, and the suspect took naked picture. The suspect has been sent to Prey Sar prison.

A Phnom Penh court official, who asked not to be named, yesterday said that Prey Sar is not able to take in any more inmates, noting that new pre-trial detainees are being sent to Phnom Penh’s Police Judiciary prison that is designed to hold 50 prisoners.

“Prey Sar is now full of inmates and cannot receive any more from Phnom Penh court,” he said. “After the court questions a suspect, he or she will be sent to PJ.”

Chinese construction worker charged with rape of minor
Phnom Penh Municipal Court yesterday charged a 33-year-old Chinese national over the rape of a minor in Sen Sok district. The victim was identified as a 14-year-old girl.

Captain Ly Socheath, a penal police officer with Sen Sok district police, said Mr Chang Y first contacted the victim on Facebook in April and communicated with her using English and Chinese. The two became friends and continued to talk to each other online as well as on the phone.

Cap Socheath said that at about 12pm last Friday, Mr Chang Y invited the victim to meet at a guesthouse in Toeuk Thla commune. She agreed to meet with him at his chosen location.

“After the victim entered the room, he held her down and raped her,” Cap Socheath said. “Afterwards, he promised that he would marry her and bring her to live with him in China. He told her not to tell her parents of the rape.”

Cap Socheath noted that the victim later went home and reported the rape to her mother. The victim’s mother became angry and brought her daughter to the commune police post to file a complaint against the perpetrator and asked police to punish him in accordance with the law.
