That's why I'm not sure if videos like this are for real, or if they are posted to stir up sentiment against Chinese. There are many reasons for Cambodians to resent the Chinese, particularly in Sihanoukville. But some of the rumours going around on social media are fabricated anti-Chinese scare stories.
And frankly, I don't know why they bother, because the true stories from Sihanoukville are bad enough.

From Cambodia Fresh News, Chinese version:
Spoiler:
According to the senior officials of the National Police Department, the Chinese people’s threats in the video claimed: “They are from Chongqing, China. They went on to say that after three years of turmoil in Westport, they would be in turmoil and want to be safe in Westport.”
To this end, the Director of the National Police Department, has ordered professional police officers to join hands with the Sihanoukville Police Department to investigate immediately, and after they have been found, they must be dealt with according to law or repatriated to leave Cambodia.

How the media are treating this subject
Update: As of 1am, 13 May 2019, this story, along with the video and photos, is now on the front pages of most of the Khmer media outlets online, including the government-run Fresh News. However, no further details have emerged as to the provenance of the video.
The news so far:
This news item shows how "news" is quite often driven or even created by social media in Cambodia - a controversial video goes viral on Cambodian social media, followed by outrage from social media commenters, the item is picked up by the Khmer press online, police or authorities then react to the perceived threat to public order.
More to come.

The news so far:
Sihanoukville: A group of Chinese men have posted a video threatening that they from Chongqing wanted to provoke insecurity in Sihanoukville.
Against the threat of the Chinese video, the police force of Preah Sihanouk province, in collaboration with other relevant departments, are conducting operations to seek the arrest of these men under the law, because Cambodia can not allow any person or group to threaten their land.

Is that some sort of Cambodian gay sauna for sweaty Chinese men? (I've never been in one!).

If I said you may be correct it could be interpreted that I have been to a Chinese gay bathhouse. From is a video on youtube I think you may be on to something though.
Apparently they get a little punchy after a good rub and tug.
Re: Threatening Chinese Video Makes the Rounds on Social Media.
my Chinese colleague thought maybe it was a joke video but she doesn't know the background of the "takeover" but yes they are saying they control the place now and it is in safe handsthey reportedly say that they are the chongqing mafia and control the security of Sihanoukville for the next 3 years
With my limited Mandarin I thought they were advertising special 2 for 1 fish heads at their local restaurant...they do love their grub
Even the ugly ones

I'm terrified at the thought of being accosted by 30 sweaty and rotund Chinese men.
Silence, exile, and cunning.
