Sihanoukville, Cambodia News: Lieutenant Chuon Naren, the Sihanoukville police chief, has responded to people who were posting on social media about Chinese people who are working illegally as private security guards in casinos and hotels in Sihanoukville.

On April 30, 2019, the lieutenant Chuon Naren, has ordered Mr. Sao Sean, the deputy director of the security department to inspect the hotel and casino named Tong Yeang, in Sangkat 3, in Sihanoukville. The owner of the hotel and casino was called in to discuss the issue of hiring illegal foreigners to work as security guards instead of local people.

As the hotel representative, Mrs. LIU JIE, said that foreign security guards had worked there at first, but had since been replaced, and that there are now no foreigners working illegally. After getting reeducated, the woman promised that she will report to the hotel owner about the issue and confirmed that there wouldn't be any foreigners working as security at the hotel in the future.

Ban on foreigners as security guards
The National Police has cautioned private security firms against recruiting foreigners as security guards, stressing that the practice is forbidden by the law.

Speaking to several heads of private security agencies during a workshop on Tuesday, Lieutenant General Lim Sokha Reaksmey, head of the National Police’s private security department, said Cambodian law does not allow any enterprise or company to hire a foreign national to work as a private security agent in the Kingdom.

The statement came after recent violent clashes when Preah Sihanouk provincial police arrested Chinese security guards who worked in hotels and casinos run by Chinese nationals.

Lt Gen Sokha Reaksmey said the country’s workforce is large enough to supply private companies and institutions with Cambodian guards.

“There is no reason why a company should be permitted to employ a foreigner to work as a security agent since we have a lot already,” he said. “If this happens, it must be reported to the department urgently for legal action.”

But the locals that are employed by the Chinese are receiving a double to triple raise in salary. Those who can speak mandarin can make up to 8 to 10x of what they could before. Before it was hard to find a job but now it is hard to find an employee for your business. People have to hire from other provinces. I have friends and families that are receiving $400-500 income now for working with the Chinese companies and the mandarin speakers up to $1000. Go have a look at the posts in jobs forums or facebook groups, you will see the NON-Chinese companies just paying the usual $150-200 still, some even less. So who is helping the Cambodians more when it comes to employments, other companies just trying their best to pay the minimum as they can for cambodian workers.
So hard it seems chinese employers have to get their own chinese security guards...

I doubt this example is isolated either.

It must be problematic and difficult when:

1. most of your customers at these hotels and casinos are from PRC mainland and they can't speak khmer or english.

2. the potential khmer security guards can't speak chinese or english.

3. most of the employers don't speak khmer or english.

Seems pretty logical that chinese employers there would give preference to one of their own over a khmer as with the latter they will have difficulty communicating with and also, maybe they are concerned their chinese clientele will feel more comfortable with their own.

To my mind, the onus is on khmer authorities to not issue work permits where khmer workers are available and enforce any illegals as they have done as per this instance. I wonder too whether the authorities are just implementing a national work permit policy or whether they have a special one for Sihanoukville given the unique circumstances there?
