Phnom Penh (FN), April 27 – The Royal Government of Cambodia will conduct deep reforms on senior military and police officials, Prime Minister HE told Fresh News CEO Lim Chea Vutha in a phone interview from Beijing on Saturday.

Head of the Royal Government stated that he will reduce senior official’s stars.

“Only the Minister of Defense and RCAF Commander-in-Chief wear four stars,” the Premier stated.

“All RCAF Deputy Commanders, Army, Navy, and Air Force Commander, and Director General will wear three,” he continued.

According to Prime Minister, Secretary and Under Secretary of state who are wearing four stars will be reduced to three, while Deputy Director-Generals and Heads of Military Zones will wear two.

“We will do further study and conduct this kind of reforms on interior ministry,” he underlined.

In a normal Country, your time in service, rank and salary go hand in hand, so moving down a step in the rank structure should move them down in pay-grade.

But I'm sure these generals will still be getting the same amount in their hard earned pay-packets as they were before. Poor guys, it's enough of a loss of face to shift from 2 stars down to 1, don't cut their slush fund as well, boss.

Nothing to see here, move along.

Ouch, that has got to hurt considering how much money is paid to ensure a star....

Another example of what happens when you go down to a single party system...nobody to defect to now, so...let the knives come out, old scores get settled.

PM orders restructuring of Generals
Prime Minister HE on Saturday ordered the Defence and Interior Ministers to restructure the ranks of military and police officials in a bid to reduce the number of Generals within the military and police.

General Hing Bunheang, commander of Prime Minister HE’s Bodyguard Unit, yesterday said he agrees with the government’s initiative to restructure rankings.

“We will implement an order when it is given because we are members of the armed forces and we must respect our superiors,” Gen Bunheang said, adding that he does not know the exact figures of how many Generals there are in the Kingdom.

However, it has been speculated that there are hundreds of one to four star Generals in both ministries.

RCAF’s infantry spokesman Major General Phalla said the restructuring is needed to make clear who is in charge.

He noted that Mr HE’s order will only take effect in the future when old Generals are retiring.

“Prime Minister HE does not want to restructure the ranks now,” Maj Gen Phalla said. “He wants to do it in the future when old Generals have retired and new officials will replace them.”

Brigadier General Yung Khemara, deputy commander of Army Brigade 70, said she supports the order because it is a good rule.
She noted that many current Generals do not have the equivalent job responsibilities the rank demands.

General Chhum Sucheat, spokesman for the Defence Ministry, could not be reached for comment yesterday.

Currently, the position of commander-in-chief is being held by General Vong Pisen, who was promoted last year.

Political analyst Lao Mong Hay yesterday said Mr HE intends to discipline Generals, while empowering the Minister of Defence and commander-in-chief positions.
“Apparently, the latter may have difficulties asserting his power and authority over his once seniors when he was all of a sudden promoted to become their peer and their boss last year,” Mr Mong Hay said.

More generals for Cambodia! It has been some time since the last promotion, and generally, in times of crisis you can never have too many generals.

Eight RCAF members are promoted by royal decree

Six Lieutenant Generals of the Royal Cambodian Armed Forces (RCAF) have been promoted to generals at the Ministry of Defence, with two other Major Generals at the RCAF promoted to Lieutenant General.

According to a Royal Decree signed by acting head of state Say Chhum on Saturday and seen by Khmer Times yesterday, the promotions were made due to a request by Prime Minister HE.

The promotions were allowed to be signed by Chhum after King Norodom Sihamoni, who departed the Kingdom earlier this month for a routine medical check-up in China, said Chhum would be “acting head of state” in his absence.

The decree noted that Lt Gen Ham Kin, Lt Gen Meas Thorng, Lt Gen Teng Chhuon, Lt Gen Chea Saran, Lt Gen Mao Chhen and Lt Gen Matt Chea La were promoted to generals and secretaries of state at the Ministry of Defence.

Additionally, Maj Gen Kong Bunthan and Maj Gen Yim Bunthoeun were promoted to lieutenant generals and undersecretaries of state at the ministry.

“Prime Minister HE must be in charge of implementing this Royal Decree from the date of signing,” Chhum added.

During a closed door cabinet meeting on Friday, Mr HE asked ministries to be careful with operational expenditures in a bid to save money due to declining national revenue.

He said there should be no promotions for civil servants or new appointments amid the pandemic, saying the only exception should be for current deputy military commanders over 70-years-old.

Given that individual agendas are likely to be well defended by those concerned, all pulling in alternate directions, I pity the poor sod at the lowest rank when 2000 braying donkeys above shout charge!

Or has he been promoted, too?

Now once again, you have a few generals outranking their own command staff. Very odd this would be done after all the stink around the demotions...
