China pledges to purchase 400,000 tonnes of rice from Cambodia

China has pledged to purchase 400,000 tonnes of rice from Cambodia this year, according to Prime Minister HE’s facebook post.

The pledge was made during the bilateral meeting in Beijing between Mr HE and Chinese president Xi Jinping yesterday evening.

Mr Xi promised Mr HE that China will increase the quota of rice import from Cambodia in 2019, aimed at boosting the bilateral trade between the two countries to about $10 billion in 2023.

Last year, Cambodia exported 626,225 tonnes of rice to international markets, a drop of 1.5 percent compared to 2017.

By individual country, the largest buyer was China (170,000 tonnes), followed by France (90,000 tonnes), Malaysia (40,000 tonnes), Gabon (30,000 tonnes), and the Netherlands (26,000 tonnes).

China to Sign MoU on Buying 400K Tons of Cambodian Rice

Phnom Penh (FN), April 26 - Cambodia-China agreed on a draft Memorandum of Understanding (MoU) on the purchase of 400,000 tons of rice from Cambodia, and that the MoU will be signed at the 2nd Belt and Road Forum in Beijing on 27 April 2019, according to the Ministry of Commerce press release dated Thursday.

The new MoU’s term will last from August 2019 to late December 2020, effective immediately after the two parties successfully implemented the first MoU signed on 11 January 2018 on 300,000 tons quota.

The two parties will establish a Joint Business Control Mechanism to monitor the implementation of MoU quarterly to address emerging challenges.

In 2018, Cambodia exported 626,225 tons of rice to international markets, having China as the largest importer, 170,000 tons, followed by France 90,000 tons, and Malaysia 40,000 tons.

Cambodian Prime Minister HE departed Phnom Penh this Thursday morning to attend the 2nd Belt and Road Forum for International Cooperation and a series of events and meetings in Beijing from 25 to 29 April 2019 at the invitation of Chinese President Xi Jinping.

It's not about how much rice you sell. The big question is '' how much are you getting for it,''and can you get more if selling it on an other market. The next question is are the growers getting a good price for their work effort or would they be better off working as tuk-tuk drivers. If not,, who's going to grow rice for you to sell.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

Does anybody know why Cambodia does not have the storage facilities for paddy that neighbouring countries have?

Cambodia would get a much higher return for its export crop if it could be stored here, then processed locally, and sold directly into the export markets.

Human capability has very little to do with warehousing and processing rice. It would seem to be just a capital/commercial decision.
Why don't the dollars stack up for full storage and processing facilities here??

Let us read this again............

AND

So Cambodia and China had a deal to sell/buy 300k tons but only bought 170k tons....is this correct?

The total tonnage sold to largest buyers was 356000 tons.........leaving out that Cambodia sold a further 270000 tones to somewhere. As asked before to market almost 2 thirds of the rice exported to China will require a cut in sales to everyone else as this year being a drought year will reduce the amount of rice available for sale UNLESS...... they sell to China and buy again from Vietnam..

Depending on the MOU Cambodian could lose big time if they don't meet the targets and quality but on the flip side by consolidating sales to one country forces other buyers to find markets elsewhere thus leaving Cambodia fucked if China says in 2021 sorry don't want so much anymore or says we will only pay 2000 reil per kilo.

Either way it could cause problems.

This proposed rice deal with Bangladesh is a good illustration. Unless there was any further news since the last post, the deal fell through.

Does anybody know why Cambodia does not have the storage facilities for paddy that neighbouring countries have?

Rice Storage and Drying Facilities to Be Constructed in 10 Provinces of Cambodia

Phnom Penh (FN), June 20 - Cambodian Minister of Economy and Finance Aun Pornmoniroth, on Thursday, presided over the signing ceremony of a Trade Agreement on Promotion of Rice Production and Rice Exports in the framework of a concessional loan from the People's Republic of China between Cambodian Minister of Commerce Pan Sorasak, and Chen Xiaojia, chairman of CITIC Construction Co., Ltd.

According to the Ministry of Economy and Finance's press release dated Thursday, the project aims to help farmers, businesses and rice exporters; contributes to the Royal Government's strategy of increasing rice export quota to one million tonnes per year through the construction of rice storage and large-scale drying facilities; and to implement a new mechanism for farmers to borrow from the private sector by depositing paddy-rice.

In addition, the project aims to prevent middlemen from exploiting the rice price; to help farmers sustain their rice productivity; and to help farmers gain access to loans by depositing paddy-rice. This project does not include rice milling that would interfere with local rice-milling companies.

CITIC Construction Co., Ltd. will build 12 rice warehouses with a capacity to store 827,000 tons and 10 facilities capable of drying 13,000 tons of rice per day located in Pursat, Battambang, Takeo, Banteay Meanchey, Siem Reap, Kampong Thom, Kampong Cham, Prey Veng, Kandal, Kampong Speu, and Sihanoukville.

The Royal Government hoped that Cambodia will succeed in exporting one million tons of rice per annum to the international market and in building the prestige of Cambodian rice.

Cambodia’s rice export to China up 66 percent in 6 months

Phnom Penh – Cambodia shipped 118,401 tonnes of rice to China in the first half of 2019, an annual increase of 66 percent.

According to a report from Cambodia’s Secretariat of One Window Service for Rice Export, China remained the top buyer of its rice during the period, with the amount shipped to China accounting for 42 percent of the country’s total rice export.

Meanwhile, Cambodia exported 93,503 tonnes of rice to the European market, down 32 percent against last year. The reduction resulted from the European Union imposing duties on rice importing from Cambodia for three years beginning this year in a bid to curb a surge in rice imports from the country and to protect European producers.

Cambodian fragrant rice to shine at upcoming China Int’l Import Expo in Shanghai

Cambodian fragrant rice will be the kingdom’s main product to be exhibited at the second China International Import Expo (CIIE) in Shanghai early next month, a commerce spokesman and a rice chief said.

“It will be a golden opportunity to showcase our potential products, not only to Chinese consumers, but also to international buyers and exhibitors at the expo,” Cambodian Ministry of Commerce Under Secretary of State and Spokesman Seang Thay told Xinhua.

He said Cambodia has erected a Khmer-style national pavilion, along with booths at the expo, in order to exhibit the country’s potential products and services.
Rice is our main product, and the Cambodia Rice Federation will display the varieties of rice at the expo," he said.

The spokesman added that other agricultural products such as cassava starch, corn, yellow bananas, mangos, cashew nuts, and pepper will also be displayed at the event.

"We believe that through the expo, there will be bigger market access for our products, and our potential products will be better known on the international market," he said.

Seang Thay said the CIIE will also be an opportunity for Cambodia to further promote trade and investment relations with China and other participating countries.

According to the spokesman, Cambodian Minister of Commerce Pan Sorasak will lead a delegation to attend the expo, which will be held on Nov. 5-10 in Shanghai.

Song Saran, president of the Cambodia Rice Federation, who will lead 13 local rice exporters to join the expo, said the kingdom will grasp the opportunity of the upcoming CIIE to promote its best quality rice to the Chinese and international markets.

The kingdom exported 157,793 tons of rice to China during the first nine months of this year, up 44 percent over the same period last year, Saran said, adding that the export to China accounted for 39.6 percent of the country's total rice export.
