Maybe Occam's razor. There isn't enough water for the dams, and they have to cut back on power so they over quote when it will be shutdown to keep the populace happy in the otherwise annoying times?

It's definitely curious.

Where I'm at in Phnom Penh, we lose power for about 2 to 3 hours each day during the blackout schedule.

I just got back from a few days in Kompong Chhnang and it was like clockwork each day, off at 6am - on at 12pm; the next day, off at 12pm - on at 6pm.

LA is a desert....it was built long before you climate change kooks were born...
check out the flic CHINATOWN...it gives an entertaining example of diverting water and greed..

Every house in Cambodia is on stilts..
the road to my wife's hometown was underwater last year....the year before we drove right up to her dad's house..a 10km boat ride was needed..

of course over development and no proper infrastructure is to blame..
Las Vegas threw up thousands of homes ten years ago and when the rains came and people watered their new lawns....houses floated off their shitty foundations onto the guy next door's property...

I watched Argentine people storm power and water companies and demolish them for their socialist solutions to the water cuts and power cuts...
I watched thousands of women with pots and spoons take to the streets of Buenos Aires because their bario was screwed for a month while the wealthy had water and power...

you think china is going to save you???

My house in rural Kansas has a deep well I had drilled with high tech filtration and a reverse osmosis system for drinking... I am in a rural coop for power and a coal fired plant is 30 minutes away..
I grew up in Kansas and no toto was not around..the coyotes would of eaten him as an appetizer..
climate change has been a reality for hundreds of years... history shows how the people lived and died and if you research the dust bowl you will see this is not some new phenomenon brought on by mankind.

Obviously, a generator is a great purchase for those who can afford them...but, you leftists still need fossil fuel to power your generators..
The big ones with auto switch over are great...
where do you store the fuel?
how do you pump the fuel if the power goes out..

I sure don't put any faith in euro or asian solutions...

the entire population cannot be middle class or rich...
I really admire the folks out in the provinces and the folks i knew in Zambia and Argentina who like the folks from Kansas make do....

Comment #1 - my mate's school has hired a big generator to keep them going. Guess who they hired it from? EdC. Apparently EdC has a bank of generators that they loan to important people for extended blackout periods, and lease to businesses at exorbitant prices.

Comment #2 - EdC proudly announced they will be bringing a solar farm online ahead of schedule in Kampong Speu, and clearly expect to be applauded for their efforts. It's a 60MW farm and won't be running at full capacity (generating only 20MW initially) ... the shortfall is 400MW. Oh, golf-clap, EdC, golf-clap.

Just another grizzle from me today. Thoughts?
I heard another conspiracy theory the other day which I will share, but not promote. It's just for entertainment purposes:

Donald Trump visited Vietnam.

Vietnam don't like China so the U.S. likes Vietnam (finally)

The U.S. doesn't like Cambodia because Cambodia likes China and is prepared to tell the U.S. to go f**k itself

Vietnam used to sell surplus electricity to Cambodia.

Now they won't.

Ergo, Trump got Vietnam to refuse to supply additional electricty to Cambodia at its time of need, thereby returning the "go f**k yourselves" gesture.

They are not the only ones losing money big time. Air conditioned bars who normally enjoy a good trade from regualars are being emptied when the cut is in the afternoon. Larry's and Lone Star Bar spring to mind but there must be many more. Plus it takes a while to re-cool the premises so they are not much more tolerable for up to an hour afterwards, so that's between 6 and 7pm.


Even outdoor bars aren't getting away with it as there fans aren't working. Having said that, I did notice yesterday that Meekong River bar on 118/Riverside had all their fans working while that area was without power, so maybe they have a generator. Smart move, they were almost full.
