Whoever started that thread has a very limited understanding of electricity.
You can add as many generating sources as you want, but if the transmission and distribution networks are crap, nothing will change.
The electricity generated by the Chinese dams is purchased by EDC via PPA. Even if the Chinese are selling the electricity for almost nothing, I guarantee you that EDC will jack up the price of electricity per kWh and provide aunts and cousins with new bentleys and villas in the province. Cambodia has the most expensive electricity in the region... far more expensive than in some developed countries.
The dams are not owned by EDC, but by IPPs (in this case, Chinese companies). In the end, the only people benefiting from adding more dams are the Chinese and the people in charge of EDC. Not the downstream customers

Yeah, me too. No power. But EVENTUALLY, like one day in the future, we will have loads of cheap electricity that works for more than a couple of hours a day. Man, I hope they are not building all those dams and destroying the environment etc for nothing because there is not enough water in the dry season to keep megadams running ?

I see the anti china mob is in full swing again.
The reality in Kampot for example is that with the Hydroelectric Dam that was built by the chinese some years ago Kampot enjoys a very solid and with 700 Riel cheap supply of Electricity. Eventhough a lot of building is going on Powercuts here are negligable.
If not the Chinese who would have built the Generators in such a short time ? Of course this creates a debt but what's the alternative to develop the Country at the speed we witness ? All western "AID" came at a price, too and was attached to a lot of strings under which conditions the Aid would be withdrawn.
