The key consideration here is whether she was being held against her will. Not a lot of details here but it does appear she made it to the Cambodian Embassy, ergo, she was not being held against her will.
Cambodian women are trafficked to Japan. Some of them know that it involves sex work, and others don't, but don't see why that means it's ok that they are treated like slaves.

Can we agree that if a woman wants to go to Japan and be paid to have sex, that this is ok? And can't you see how something like that gets conflated with human trafficking not because it actually is but because it services an anti-prostitution agenda?

So no being chained to the furniture, no cages. For the record, if you take somebody's passport it's called theft, that's a crime, and is immediately reportable to the police.When seven of the women arrived Japan’s Gunma prefecture, they had their passports confiscated by a local restaurant owner and were forced into sex work there, the article says.
Paying for transportation, visas, and passports, is a common benefit overseas employers grant employees. Had the only difference been that she was working as a waitress as opposed to a hostess there'd be no charge.
This is a travesty.
