He tested positive for alcohol at 0.91 Mg / L.

That should have been a fatal dose for the driver.

Hard to be conscious at that level let alone drive a car.

That is promille not percent, that's just above the limit in some european countries. Don't know about cambodia.

... poor reporting or poor translation (maybe both) but certainly poor understanding all around. 0.91 Mg / L is 0.91 mega grams per litre (910 kilograms per litre). 91 mg/dl could be more plausible (i.e. 0.09% (weight-to-volume) of alcohol to blood).
