Phnom Penh, Cambodia News: On February 27, 2019, the police raided Pich Khmer massage shop on suspicion that the masseueses were delivering sexual services, on street 450, Khan Chamkarmorn, Phnom Penh.

The operation was indicated by lieutenant Sor Thet, deputy director of Phnom Penh police station, cooperated by Mrs. Sin Sovanny, the prosecutor of Phnom Penh court, ordered directly by Mr. Chan Kedkekhum, deputy director of the department of human trafficking and minor protection.

Seven people were detained in all: 3 women, 1 girl who is a minor, a ladyboy, and the couple who own the business. The massage shop opened from 8 am to midnight, with four ladies waiting for clients. The massage cost US$3 for one hour and sexual services were tariffed between $20-30.
The owner couple were detained and charged with running a brothel, while the ladyboy was released, and four masseuses were sent to the Ministry of Social Affairs for reeducation.

Why? Did they find the ladyboy was not providing sexual services? Or does he not count?

Apparently the ladyboy's skills were deemed to be proficient, whereas the four masseuses had to be “re-educated”
