I would have a hard time passively sitting there while someone gets kicked to death on the street in front of me. Probably not in my best interest to intervene, but impulse-control is not my strong suit.
Same as any rescue and recovery situation.
Stop and check out the environment for risks first. No point two dying.

Applies for divers, rips at the beach. Applies for attacks. Applies for electrical hazards.

As for phoning the police. What use if a person's Khmer is limited and their English is too? Ok if you have a Khmer with you, but otherwise tricky
