Sihanoukville: At 21:00 on January 4, 2019, Sihanoukville traffic police stopped drivers at a check-point on Independence Street, in Village 3, Sangkat No 3. The police officers controlled 34 cars for drunk-driving and driving without a license; twelve of the vehicles were impounded for infractions.
The nationality of the drivers who were stopped or arrested is not mentioned. One woman appears to have been arrested, but no reason is given.

Sihanoukville, Cambodia News: Sihanoukville traffic police continue their pursuit of foreign drivers with no license. On the night of 25 February 2019, from 11pm onwards, Sihanoukville traffic police conducted a trafic check-point on the road to Independence beach at Sangkat 3, Sihanoukville.
As a result, police stopped 14 cars which were driven by Chinese nationals without a driver's license. All the cars involved were impounded by police at the traffic police station, waiting for the owners to claim them after the legal procedures.

The bright side to this new state of affairs is that barangs on motos don't get stopped in Sihanoukville anymore.
You could be helmetless, shirtless, or even naked, driving down the wrong side of the road through a red light smoking a spliff and waving an AK 47 and I don't think the police would even notice. We have become invisible.
(And before anyone says something, yes I'm exaggerating. )
