I'm guessing the rental price and location of your Condo filters out most of the undesirables. ie Well to do/and or working Expats, whether they be Westerners or Chinese/Asians are the main occupants. When mainland Chinese were first permitted to visit Taiwan, minders went with them.
The number one activity was staying in the hotel and watching talk TV shows. People were expressing opinions beyond the acceptable, like criticizing the government.
Now minders monitor their TV consumption as well.

This is a Chinese investor landlord in the west, in a city that has been invaded by them. We talk, he doesn't understand well, but from talking to him and other Chinese, I find that while Chinese people don't want to live in China anymore, they do not want to assimilate. You are right. Most Chinese capitalists have changed their nationality. What's more, Cambodian Chinese friends naturally feel superior to local people, perhaps in terms of money or the strength of the country?
