You don't know what happened in his life. Or with his mother. Didn't say you couldn't, just you shouldn't and they were very difficult a couple o years ago. i just tried to open a euro account at ACLEDA head office and i was asked to produce a document from the sangkat proving my address. When i got my driving license renewed at the ministry they did not ask for an address, but this year at AEON i had to have the same Sngkat document. ACLEDA specializes in making life difficult. Local Khmer simply shrug and deal because they are everywhere, especially in nowhere province where their family live.
A few years back I deposited traveler’s checks there. It literally took all day to get it done.

I'm confused, which by the way is normal for me this time in the morning but is he in T town or PP, maybe I'm trying to read this too quickly but one sighting in PP and one in SR, it's making my head hurt so another coffee is required and I will read it again

That's because no one else has used a traveler's check since 1993.
They have these machines now that you put a card into and they spit out money.
