Siem Reap, Cambodia News: On January 24, 2019, at 10 pm, the Department of Immigration cooperated with the police in Siem Reap city, coordinated by Mr. Chun Sopahna, the Siem Reap prosecutor, in a raid leading to the arrest of 4 Chinese men for running a gambling den at City Impression Entertainment World, in Modul 1 village, Sangkat Svay Dongkom, Siem Reap.

The suspects were identified as JIANG JIANCHUN, 39-year-old, TONG CHAO, 29-year-old, XU HONGXING, 39-year-old and HAO BIN, 36-year-old.
Gambling in all forms is forbidden in Siem Reap, and there are no casinos in the proximity of Cambodia's sacred icon, Angkor Wat. Image

Police Bust Two Illegal Gambling Rings in Asia

Police in Cambodia and Taiwan have made arrests in connection with illegal gambling dens.

Four Chinese nationals were arrested in Cambodia and charged with running an illegal gambling den in the city of Siem Reap, 300 km north of the capital, Phnom Penh. The four have been placed in prison custody, pending their trial.

The head of the provincial general crimes department, Major General Phoeung Chendarithy, said the accused were arrested on Thursday, January 24, following a two-week surveillance operation. If convicted, they each face up to five years in jail.

Captain Bun Lim, of the Siem Reap city police, said the ringleader was Jiang Jianchun, who owned the City Impression Entertainment World online gambling den. The three other arrested men were employed by Jiang in various roles.

Surveillance revealed that most of the gamblers were also foreign nationals who were gambling from 8pm to 3am every night. Those on the premises, in the Svay Dangkum neighborhood, were reported to have fled the scene during the raid.

Lim said of the arrested men: “They were operating an illegal gambling den without permission. They did not seem afraid of our country’s laws.”

During the raid, police officers confiscated four mobile phones, 32 online gambling consoles, and other items.
Cambodian laws are strict

Gambling is illegal in Cambodia for citizens of the country. However, some casinos that are open only to foreigners operate officially in border areas. Because gambling is illegal in all of Cambodia’s neighboring countries, the casinos are popular destinations for Chinese, Laotian, and Vietnamese gamblers.

These foreign gamblers must provide their passports to be permitted entry. Cambodians with dual citizenship are known to exploit this loophole, using their foreign passport to gain access and gamble legally.

Citizens without foreign ID sometimes bribe the police to be allowed into these casinos. Despite this, they face arrest on leaving and may be forced to hand over most of their winnings to escape being charged.

How could they possibly set up something as elaborate as that without the sponsorship of someone with some clout.

Damn that sucks! I was really excited to check out the Arcade! It looked like they had had some arcade classics like street fighter set up.
Does anyone know if the gambling machines where hidden in the back or out in open display ignorant to local laws?

Cambodia busting truly unlucky online gambling operations

Cambodian authorities busted one Chinese-led illegal online gambling operation just days after the company set up shop and another before it could get its computers out of their boxes.

Last Saturday, a court in Cambodia’s northwestern Siem Reap province jailed four Chinese nationals for running an illegal online gambling operation in Siem Reap city. The four, including the owner, a man identified only as Mr Jiang, were arrested last Thursday night.

The authorities claimed Jiang ran an ‘online gambling den’ that operated under the name City Impression Entertainment World. Incredibly, corporate records indicate that the company had registered its business in Cambodia on January 17, just one week before the authorities pounced. Call us paranoid, but somebody with inside knowledge appears to have spilled the beans.

Cambodian authorities appear to be getting much better at nabbing Chinese-led online gambling operations before their businesses get too established. On January 15, police in the gambling hub of Poipet arrested 15 Chinese nationals on suspicion of illegal online gambling after local residents reported odd behavior at the villa housing the suspects.

These suspicions proved accurate, but police ended up releasing the suspects just three days following the arrests after determining that the online gambling business hadn’t actually gotten underway. Although no actual gambling took place, police decided to keep the gang’s computers, phones and other gear after ‘educating’ the suspects on the finer points of Cambodia’s criminal code.

It’s unclear why anyone would choose to operate illegally in Cambodia when the government sets a very low bar for acquiring an online gambling license. Last year, the Ministry of Economy and Finance issued 52 new casino licenses, most of which were acquired for the purposes of offering online services to international gamblers.

because the person whoi ratted on them had the sponsorship of someone higher up the foodchain. You need to be the size of a vegas casino to afford a top notch fixer these days

Did no one notice when they were setting it up? Quite a big operation there. They must have paid someone but he wasn't senior enough. The rules are quite clear so they must have know the risk.
Don't they realise that Cambodia is actually just a big village compared to China. It's like the pikeys in NZ who behaved badly. Once they were in the media everyone knew them when they were traveling around the North Island.
