Palm sugar factories closed for not meeting quality standards

Authorities in Takeo province’s Baty district shut down 43 facilities making fake palm sugar yesterday.

The owners were then given one day to remove all the sugar already made in their facilities.

Ngann Sary, the district police chief, said the operation was launched yesterday after it was discovered the sugar did not meet quailty standards.

“Our forces collaborated with officials from the department of commerce to lead the crackdown,” Mr Sary said. “We are not yet sure how they do it, but these facilities used some sort of blended liquid to make their product appear like natural palm sugar.”

“We could not find any specified chemical substances in the sugar. However, it wasn’t made according to standards. The equipment, tools and facilities were all unhygienic, and the sugar itself is not palm sugar, because they blended different ingredients like water and cane sugar to make it,” Mr Leangkong [from Camcontrol ]said....

It's a crackdown on counterfeit palm sugar.

- According to Lumpong Commune Police Chief Nob Phary, police have identified 43 palm sugar operations in Bati district that are suspected of cooking down white sugar to imitate the more expensive palm sugar.

Chhe Soy, Lumpong commune chief, said the family-run businesses have operated in the district for years and ignored several warnings from authorities to stop.

However, Ket Prong, head of Takeo’s provincial Industry and Handicraft Department, said investigators found no other substances besides white sugar and water.

“It does not cause problems to the consumer’s health as it is made of white sugar and water, but it affects the identity of natural palm sugar and intellectual property rights of other private companies with a licence from the government,” Prong said.

If they have a load of cane sugar, why not make refined cane sugar instead? A lot of people think palm sugar is a bad thing

Illegal palm sugar factories reopen
The Ministry of Industry is going to investigate facilities making fake palm sugar in Takeo province’s Baty district where 43 of them were shut down by authorities earlier this month and have allegedly reopened.

Oum Sotha, spokesman for the ministry, said that the ministry is far from the facilities, so he wants to see local authorities take action, and local residents inform authorities of possible factories that have reopened...

Takeo, Cambodia News: Three locations in Bati district, Takeo, were raided by police on the afternoon of September 16, 2018, with the participation of Mr. Chiv Chandara, the Prosecutor of the Takeo Provincial Court, and district authorities, for production of fake palm sugar. Eight containers were seized. 25 similar businesses have been closed down by police.

Once again, the owners escaped the police raid in the nick of time. That must be frustrating. Unless there are compensations.

Crackdown on facilities producing fake sugar
September 18, 2018
Takeo provincial Camcontrol officials, along with police and the provincial court, on Sunday conducted a raid on two fake palm sugar production facilities in Bati district.

Por Leangkong, Camcontrol provincial chief, said it is difficult to catch the owners of the facilities, noting they again escaped the raid on Sunday, because they are tipped off.

“I personally keep an eye on facilities that are suspected of restarting operations after being shut down by authorities,” Mr Leangkong said. “I planned for the raid last week, but the information was leaked to the owners. So I found honest, law-abiding officers to come and cooperate with me in order to catch the criminals red-handed.”

Longtime Clandestine Palm Sugar Factory Raided and Closed Down
Banteay Meanchey, Cambodia News: On January 23, 2019, a combined police squad raided a fake palm sugar factory in Sangkat Poipet, Banteay Meanchey.
The operation was led by Mr. Teng Mai, the prosecutor of Banteay Meanchey provincial court, assisted by Lieutenant Chab Sophareth, deputy commissioner in charge of anti-crime, and Lieutenant Ros Eam, director of anti-crime, working with specialist police in Poipet city.

The owner of the clandestine palm sugar factory, 26-year-old Pai Samnang, and his wife, Sok Mey, 25, were taken into custody and detained for questioning. The local people say that the fake palm sugar factory has been operating for the past ten years with no problem from the authorities.
