I wonder what that means and why they tell they phrased it like that in a Go Fund Me request. Just say he broke his leg in Kampot, don't mention the poor choices suggesting it's all his fault.

Interesting story, from the Go Fund Me site:
Elliott suffered a horrible car accident as a teen, and as a result, he has metal throughout his left leg - top to bottom. The x-rays are alarming. He's been living in Cambodia for the past year, and he recently found himself in a predicament caused by poor choices. He broke is already once broken metal infused leg - again, and lost circulation to his left foot. The Sonja Kill Hospital in Kampot Cambodia performed an emergency fasciotomy to restore circulation, avoiding amputation.
(Incidentally I noticed the Emergency Fasciotomy @ Sonja Kill Hospital was $925)
We looked into medi-evac options to Bangkok as recommended (25K), then found that a Thai hospital in Cambodia's big city, Phnom Penh, was the best option. So, 5 1/2 hours later on a bumpy road, he was admitted into the Royale Phnom Penh Hospital.
In order to proceed with his needed treatment:
1) Set broken bone, install external metal fixation
2) Skin graft for the fasciotomy wounds
3) Remove external metal fixation
4) Install internal metal fixation for broken tibia
RPPH estimated a total 18K with a 10K immediate deposit for which I supplied on my credit card. When asked for the hospital director, they refused contact and threatened to call the police once again. I negotiated them down to 6K of the 11K "balance". They released our driver and we were on our way.

I had simply never considered doctors as shareholders before, not to mention the effect that might have on my diagnosis and prescribed treatment, first, they said I would need an Ultrasound on my leg: $160, reasonable, except for the price. When I complained that as advertised on a big poster in the lobby, a 64-slice CAT scan cost only $125, the "mistake" was promptly corrected: revised down to $116
I am in the habit of bargaining with Tuk-tuk drivers, but have no experience having to bargain with my doctor!

One might have thought if you were attempting to rip someone off, since very little was at risk, you could at least give him a little extra time to pay. When the estimated costs exceeded $3,000 with more to come, I paid the bill for the tests ($140) and departed ...
A friend, who happens to be an MD, gave me a referral to a small clinic (Naga Clinic) run by a French doctor
in short order they scheduled an operation for the next day, but first, just to be sure, they asked me to complete the Ultrasound examination by having the abscess looked at early the next morning. I shuddered, remembering the exhorbitant cost I had already paid once at the Royal Phom Penh Hospital. Not to worry as the cost was estimated at $15 (vs. $116 at RPPH)
The next morning the entire operation was performed in 35 minutes by a very competent Khmer doctor, alone in his office without a nurse, after a single shot of novicaine, charge: $120. (which compares rather favorably with the nearly $4,000 the Thai hospital was trying to squeeze out of me ...)

There's an interesting back story to this. The photos of Elliott on the GoFundMe page match those of an Elliott Lambrecht on Facebook who identifies himself as a Kampot resident originally from Hilton Head, South Carolina.
In January 2002, a 19 year old Elliott Lambrecht, while driving his 1994 Mazda on a suspended license, drove off the road in Hilton Head and hit a tree, killing his passenger, Allison Clegg. Allison's mom sued him for wrongful death in Beaufort County court.
In Janaury 2003, while the civil lawsuit was pending, Elliott was charged with driving an uninsured vehicle on a suspended/expired license.
In 2006, he was sued by his landlord for eviction from his apartment in Delray Beach, Florida.
In 2009 a judgment was entered against Elliott in favor of Allison's estate and her mom for $285,000. It's unclear from the online court records if that's one judgment for $285,000 or two separate judgments for $285,000 each.
In 2010, he was sued by his landlord in Arizona for forcible detainer.
In 2013, he was arrested in Phoenix for assault and disorderly conduct.
Elliott's personal motto on his Facebook page is "Find what you love and let it kill you."
