When a man is passed out at a bar for several hours, at what point should the staff check to see if he is asleep or he has died of a heart attack?

One hour? Two hours? Eight hours?

If I were a bar owner, I tell the Khmer staff:

If a man is passed out with his face down on the bar for more than an hour, grab him by the scruff of the neck, lift his head, and place a mirror in front of his mouth. If the mirror fogs up, leave him there until he wakes or it's closing time. If it doesn't fog up, get the other staff to help you put him in a tuktuk and send him to Calmette Hospital.

Why would they say he was "pretending" to be asleep instead of saying he was asleep for two hours and then woke up and stole the stuff?

If the guy happens to be wearing lace-up shoes, you could tell the bar staff to tie his shoe laces together, then wake him up, and tell him to leave.

That would be hilarious.

And the Khmer staff would love it.
