Excellent, I hope that this gets significant news coverage, and this sham of an operation gets the public shaming that they so richly deserve.

I'd bet this poor woman didn't need their procedure anyway. If the MoH wanted to set an example to the phonies out there, now is the opportunity.

Sounds like uterine fibroids, if she was not having any symptoms it is unlikely she would need any treatment. Mild symptoms can be managed by medication. Sounds like a scam and to do this to poor patients is unconscionable. I hope they get the perpetrators.

Talking about this with the wife this morning as she had just found the Khmer version of the current story. She recalled that they were trying to get her to commit to a $400 procedure, when she said she needed to talk to her husband as she didn't have extra money with her, they tried to coerce her into signing a contract first, before consulting with me.

It is these type of businesses that need to be stamped out - what they have done to the poor woman in this most recent event is unforgivable - it is outright robbery and illegal detention and these smegma coated arseholes ought to be in jail.

By the way, can anyone decipher the items on her bill?

On Sunday morning, Ms Heang entered the operating room of the hospital in order to have the fibroids removed.

On Sunday evening, Ms Heang’s family was told to pay $2,000 for the surgery. However, the family members were only able to pay $600 and the rest shall be paid in instalments.

“The price of the operation was $4,000, but the hospital only required us to pay 50 percent – which is $2,000,” said the sister of Ms Heang on Facebook Live on Sunday. “We told them we only had $600 and the rest will be paid in instalments, but the hospital did not agree.”

“They locked my sister inside the hospital for more than two hours,” she added. “The hospital only agreed to open the door after local authorities intervened.”

Captain Kan Kunteth, chief of Boeng Kak Pi commune police, said Doctor Sieng Sokun and eight hospital staffers were questioned by police over the detention of Ms Heang.

“Police questioned them over the detention of the family member inside the hospital because her family did not have enough money to pay for the operation,” Cap Kunteth said. “Police are working by questioning people accused of extorting the patient.”

Ngy Mean Heng, director of the municipal health department, and ministry spokesman Or Vandin could not be reached for comment yesterday. However, Ms Vandin was quoted by local media yesterday confirming the closure of Victoria hospital.

THE Ministry of Health on Monday ordered the immediate closure of the capital’s Victoria International Hospital for allegedly holding a patient and her family against their will for failing to pay a $2,000 medical bill.

“The ministry of health has decided to close Victoria International Hospital . . . for not following the ministry’s regulations,” said a written order on Monday, which took effect immediately and was signed by Minister of Health Mam Bun Heng.

The order said the hospital in Tuol Kork district’s Boeung Kak II commune is owned and managed by a Seang Sokun.

The move came after news went viral on social media that the hospital had locked a girl and her family in after they had failed to pay for an operation on her uterus on Sunday night.

A family member who asked to remain anonymous told reporters that the girl’s mother brought her to the hospital after hearing news of a free medical check-up and treatment. After the check-up, she said, a Chinese doctor told them the girl had been diagnosed with a uterus problem and had to undergo an urgent operation.

“The doctor told them through a translator that the girl’s condition was serious and warranted an immediate operation or [she] would die."

The family asked beforehand about the cost of the operation but the hospital refused to reveal it.

“Staff said they would discuss costs after the procedure, with the doctor calling for an immediate operation, although the family insisted that they didn’t have any money,” the relative said.

After the operation, she said, the hospital handed them an invoice for $2,000. When the family paid a $600 deposit and asked to go home for the remaining $1,400, the staff allegedly locked the doors, refusing to let them leave until the remainder of the hospital fees were paid.

“The wound left from the operation became swollen because the doctor didn’t prescribe any medication, saying they needed to settle the bill before he would do so."

“They kept begging the doctor [for medicine] but to no avail,” the relative said, adding that the news broke online when the girl’s mother called her for help.

A member of staff at the hospital, reached for comment by The Post on Monday, denied allegations that staff had purposely locked the doors, saying the hospital normally locked the main doors at 7pm, leaving only a few smaller doors open.

“She was required to pay $2,000 because she was found to have four or five kinds of disease. She received treatment, which included an operation on her uterus,” he said.

Man held over Victoria hospital fiasco


A Chinese man has been arrested by police over his suspected involvement in the detainment of a patient whose family was unable to pay her medical bills in Tuol Kork district’s Victoria hospital on Sunday.

On Sunday, hospital doctors performed surgery on 18-year-old Phern Mouy Heang after initial examinations showed she had uterine fibroids and had to have it removed because it was considered life-threatening.

After the incident, police questioned a doctor and eight hospital staffers, who’ve since been released.

Additionally, the Health Ministry on Monday issued its decision to shutter the hospital because it deemed that the hospital failed to comply with ministry and professional standards, notably in the handling of its patients.

Colonel Sok Heng, chief of Tuol Kork district police, yesterday said the cashier, a 37-year-old Chinese national named Li Zhi, was the one believed to have confined Ms Mouy Heang and her mother.

“The suspect is now detained at the district police station to be questioned and have his documents prepared for court,” Col Heng said.

District Governor Ek Khun Doeun yesterday said hospital staffers denied all accusations during questioning at the district police station.

“No one from the hospital was accountable,” Mr Khun Doeun said. “If the hospital is found to be guilty as accused, the hospital will face the law.”

PHNOM PENH: The police took Li Zhi, a Chinese national, to the Phnom Penh Court of First Instance for questioning on Tuesday afternoon, January 16, 2019. The man has been charged over the illegal confinement of a patient to extort payment when he was working as a cashier at the Victoria International Hospital, which has since been closed by the authorities.


The investigation into the case continues.
