In the photo (2nd row down on the right) it appears there is an older woman trying to get to the precious little girl who is calling daddy for help??? No mention of vehicles being towed to the police station until compensation is decided and the blue shirts look in no hurry to do anything with her.

On what basis was it determined that she’s drunk, as there appears to be no mention of it. Appearances are all very well, but actual quantifiable factors ought to be available, also.
Do they breathalise?
Driving standards are so utterly appalling that the reasons for the crash could be anything, and mobile phones seem to be a big distraction among local drivers, along with a complete lack of special awareness, or even an awareness of the size of the vehicle.

Re: Drunk Driving Khmer Woman Crashes Outside Sundance Riverside in Phnom Penh, Causing Lots of Damage
Phnom Penh, Cambodia News: An unidentified woman drove her Prius car to smash into three motorbikes, a tuk-tuk, and a Lexus RX 300 car, which were parked on street 102, Sangkat Wat Phnom, Phnom Penh, on January 11 at 10:45 pm.
The woman who caused the accident said she bent over to pick up her phone while she was driving and that caused the accident.
Furthermore, the driver attempted to negotiate the compensation directly with the vehicle owners, and she agreed to pay 300 USD to the tuk-tuk driver, and 100 USD for one of the motorbikes. However, the Lexus car owner and other two motorbikes wanted too much money, and the woman did not agree, so the police on the scene took those vehicles to keep at the police station in order to sort out the problem later.
