I'm talking about the Chinese coal fired plant just north of Snooky. It started last year as 100 megwatts and they are building up to 500 megawatts. Outages probably have something to do with the power poles only being in the ground a couple of feet. (kind of the same way they build roads with nothing under it and the money for a proper road going in someone's pocket.)

how about the way the pole houses lean over for lack of any diagonal bracing on the posts?

I just heard a rumor that the power (and water) allotted to Sihanoukville is being diverted to the new industrial zone and there's not enough power/water infrastructure to support it and the city. Sounds like "tea money" changing hands again, nothing new. When the dry season comes it should be interesting to see if Snooky once again runs out of water, since HE got all upset last time it happened.
