I suspect, on facebook the resolution has been reduced. When someone takes a screenshot from that, the picture is not clear.
If he took a screenshot from the original video, the picture may be much clearer.

I suspect that it's from a very low res original source, perhaps an infrared security camera? And that picture with those blurred out features and burned in eyes is the best they have come up with. It's got nothing to do with Facebook, it's just a very poor quality image to begin with so it's impossible to identify anyone.

The evidence that the tuk tuk driver "stole" Ricketson Jr's laptop is about as flimsy as that used to convicted his father of espionage.

The only evidence Ricketson Jr. offers in that post is that the driver had the time to hide the laptop under the seat. Oh absolutely. But whether or not he took it, it was a bit careless of the flatmate to create the opportunity by leaving it in the tuk tuk at night for any length of time. A passer by could well have grabbed it.
