Two tourist boats collided near Koh Rong Samloem.

One foreigner died, presumably by drowning.

Huy Bunleng has named the deceased as Perou Bogan-Mihail (BOGDAN-MIHAIL CIUCA) an 35-year-old Romanian male.

It's probably more likely that his name is 'Bogdan', not 'Bogan'.

Sihanoukville, Cambodia News: At 06:30 pm, on November 27,2018, 2 tourist boats crashed in front of Bungalow Try Hao, on Koh Rong Sanloem Island, off the coast of Sihanoukville. A 35-year-old Romania man, BOGDAN-MIHAIL CIUCA, was killed in the accident and another foreigner was seriously injured and sent to the hospital.

Before the incident, a blue tourist boat with a foreign passenger, was being driven by a 47-year-old man, Kong Ki, in the direction from Bora pier, when it collided with another tourist boat driven by Mom Vy, which was carrying 16 passengers. This boat sunk, causing one death and one serious injury among the foreign passengers. The surviving passengers were transferred to another boat and taken ashore.

I don't think there is a Romanian embassy in Phnom Penh.
You are right. The nearest Romanian Embassy is in Bangkok. There is a Bulgarian Embassy; that or one of the other EU embassies in Phnom Penh may deal with Romanian nationals.

You'd have to be mad to travel to/from the islands on boats after dark. I certainly wouldn't risk it

Romanian dies after boats collide
November 29, 2018
One Romanian man died, while two other foreigners were injured, after a boat crash off the coast of Koh Rong Sanloem island in Sihanoukville on Tuesday night, police said yesterday.

Brigadier General Nop Panha, deputy chief of Preah Sihanouk police, said the victims were brought to hospital shortly after being rescued.

Police identified the dead victim as 35-year-old Pe Rou Bogdan-Mihail, who was on a passenger boat carrying 16 foreigners from Long Set beach when the vessel was hit by a larger boat.

“The Romanian man died at the scene while two other foreigners were injured,” said Major Pol Phosda, chief of Sihanoukville police. “The others are hospitalised at the provincial hospital.”

He said that the fates of both boat drivers, Kong Ky and Morm Vy, are still unknown, noting that an investigation into the matter is still being conducted.

Brigadier General Hun Sorithy, chief of the provincial immigration bureau, yesterday said the Romanian mission has been informed regarding Mr Bogdan-Mihail’s death.

“We have already sent a notification of death to the Romanian mission in Cambodia,” Brig Gen Sorithy said. “We leave the work to them on how to facilitate the body.”
Brigadier General Kol Phally, deputy chief of provincial police who ran an autopsy on Mr Bogdan-Mihail’s body, said that the deceased has been transferred to Phnom Penh.

Sihanoukville police arrest two over capsized boats

Two operators, whose boats collided near Koh Rong Sanloem, leaving one foreign passenger dead, have been arrested, police said on Wednesday.

Sihanoukville police chief Pol Phosda told The Post that Kong Ky, 47, and Morm Vy, 26, were detained immediately after their boats collided with each other on Tuesday evening.

The accident left one Romanian national, Bogdan-Mihail Ciuca, 35, dead. Two unidentified foreigners fainted in a near-drowning situation.

“At the moment, authorities are interrogating both operators to ascertain the cause leading to the accident, while preparing for a lawsuit to be filed in court for further actions,” Phosda said.

According to the local police at Koh Rong Sanloem commune who took part in the rescue effort, Morm Vy’s boat – loaded with 18 people, including the three victims – capsized after it was hit by Kong Ky’s which had three people.

Yit Nem Soty, the commune police chief, said within 15 minutes of the accident, the authorities rushed to rescue everyone but found the Romanian tourist already dead.

“The autopsy report showed a dark bruise on [the deceased’s] back. He might have died immediately after the collision,” said Soty, adding that Ciuca’s body was taken to the Preah Sihanouk provincial referral hospital and will be kept there until the Romanian Embassy officials collect it.

He said the two unconscious tourists were sent to a private clinic in Sihanoukville.

Sat Huong, 22, Vy’s brother-in-law who was on his boat, told The Post that Vy’s vessel was sailing slowly when Ky’s hit the former’s stern from the right side.

“Shortly after the impact, [Ky] and a foreign passenger called the police to rescue us,” he said, adding: “had they not helped, all of the other 17 people on [our boat], including myself and my brother-in-law, would have drowned.”

Koh Rong Sanloem commune chief, Chhoeun Chantha, stressed that both operators are responsible for the accident.

Police charge suspect of capsized boat

The helmsman in charge of a tourist boat has been charged with manslaughter after a foreigner was killed and two others injured when it collided with another vessel off Koh Rong Samloem on Tuesday night.

The operator of the other boat was released without charge.

On Thursday, Preah Sihanouk province deputy police chief Kol Phally named the accused as 47-year-old Kong Ky.

The accident killed 35-year-old Romanian tourist Bogdan-Mihail Ciuca and injured two other foreigners, a man and a woman. The police charged Ky with manslaughter under Article 207 of the Criminal Code.

The charge was brought after Ky admitted his craft had collided with a boat belonging to a man named Morm Vy, which later sank, due to his vessel’s light not being bright enough.

“The suspect faces between one to three years in prison and a fine of between two million and six million riel. Police sent the suspect to the provincial court as legal procedures dictate,” Phally said.

He added that Vy, the operator of a family-owned tourist boat, was injured when Ky’s craft collided with his while carrying 18 people, 16 of them foreigners.

On Thursday morning, Vy told The Post that his family was seeking fishing vessels to help rescue his stricken boat, upon which his family’s livelihood depended. Compensation had yet to be discussed.

Vy’s brother-in-law Sat Huong, 22, a witness to the incident, said Ky was to blame for the collision, but he acted responsibly afterwards, trying his best to save everybody on board, otherwise all 18 passengers would have drowned.
