Re: Runaway Soil Truck Kills Driver in Loading Accident
Handbrakes are great if they're attached to something, not much use if the cable snapped a long time ago. It does however look like the edge of the road has collapsed, there's a scoop missing and what could well be drag tracks. Putting a load of dirt in the bed would have increased the load on that unsupported edge

Two men sent to court for excavator accident
08 November 2018 | 06:41 ICT
The Banteay Meanchey provincial Military Police on Wednesday sent a businessman and his driver to court for running a mountain excavation operation in Preah Neth Preah district without a valid licence.
Deputy district police chief Sin Rasy told The Post on Wednesday that Soeum Sambo and his excavator driver Sem Rithy, both 33, were arrested on Tuesday when authorities inspected the site in Phnom Leap commune’s Troyorng village.
They had earlier received a report that one of Sambo’s excavators fell off the mountain, killing another driver identified as Khlinh Sy, 27.
“After inspection and questioning, authorities found that the owner does not have a valid licence for mountain excavation,” he said.
Provincial Military Police commander Baon Ben said on Wednesday that Sambo and his excavator driver were sent to court on a charge of “destruction of natural resources”.

What a joke. I would contend that most of the sand excavations in Cambodia are illegal.CEOCambodiaNews wrote: ↑Thu Nov 08, 2018 7:05 am Two men sent to court for excavator accident

Re: Runaway Soil Truck Kills Driver in Loading Accident
8 November, 2018: Local news reports that villagers complain that these excavations at Phnom Lay have been going on for years, disrupting the lives of the local people with the noise and dust caused by heavy machinery. They say that the children at the nearby Phnom Preap primary school cannot study in decent conditions because of all the disruption caused by the excavations.
Until now, nothing has been done by the authorities to control the situation.
