It isn't just ABA or Bitcoin, all banks (including Wing as a specialised bank), MFIs and PSPs (TrueMoney, SmartLuy, etc.) are on alert to prevent ANY type of cryptocurrency transactions as per a circular issued by the National Bank of Cambodia back in December last year:

So what are the options for people with crypto here? You don't have any options in Cambodia to my knowledge - keep it all online & do your currency exchanges in other countries. I've not heard of any action against miners or mining setups in Cambodia, but the moment it involves extracting real currency value domestically, all bets are off.

Just use localbitcoin to western union, or other payment systems. Dont buy in person, its cambo
